RECOMMENDATION <br /> The Town of Mashpee should prepare and approve an article <br /> for the next special or annual town meeting appropriating these funds <br /> to the principal payment for the Samuel G. Davis School. <br /> We also recommend the Town request the Trustees (New <br /> England Merchants National Bank) review the manner in which the corpus <br /> of this fund is invested. Since the corpus of the fund is restricted <br /> and unavailable to the Town, it is possible 'these funds could be <br /> invested in areas which may provide a greater return- on investment. <br /> ANNUAL BUDGET <br /> After conducting a brief review of the Town' s current <br /> budgeting system and classification of activities, we believe the <br /> Town should conduct a seperate study to restructure the budgeting <br /> process, including definitive policies and procedures that must be <br /> followed by all departments . In addition we believe certain <br /> activities presently classified under General Government should <br /> be included elsewhere. An example of this would be town hall <br /> maintenance. The Town should consider including all maintenance <br /> and highway activity under one department. However, we would not <br /> encourage such a move or piecemeal approach unless the Town elects <br /> to conduct an integrated study that would include other areas that <br /> must be strengthened as well. <br /> CHARLES E.
