81-3-F-1035 <br /> ,3- <br /> GENERAL COMMENTS <br /> 1. In our review of the Applicant's procurement procedures , we noted that for PA <br /> approved items where contractor's,services were required (C-9-6, and C-9-8) , the <br /> work was performed without the benefit of a written contract. This procedure <br /> is contrary to sound procurement standards and places the Applicant in a vulnerable <br /> position in its ability to protect its own interests; as illustrated in the situation <br /> discussed in Reference (b) to Exhibit A. Contracts should be in the form of a signed, <br /> written agreement, which includes provisions for the terms, conditions and specifications <br /> of the services to be provided by the contractor. <br /> 2. At the time of audit, the Applicant had not submitted the Blanket Certification <br /> required by the Massachusetts Disaster Recovery Team in a memorandum of July 28, <br /> 1980. Since the Certificate represents the Applicant's final request for reimbursement . <br /> and requires certification that work was completed and within time limits, rates <br /> claimed were lowest available; claimed salaries, wages and overtime payments were <br /> in accordance with prior established policy; original of supporting documentation <br /> are on file; and all obligations have been paid in full. We recommend that the <br /> Applicant be required to submit the required Blanket Certification prior to final <br /> payment. <br />
