The auditors' report expresses a qualified opinion on the general purpose financial <br /> statements of the Town of Mashpee for the following reason: <br /> ' General fixed asset acquisitions are not capitalized in a general fixed asset <br /> group of accounts. <br /> ' 2. No instances of noncompliance material to the financial statements of the Town <br /> of Mashpee were disclosed during the audit. <br /> ' 3. The auditors' report on compliance for the major federal award programs for the <br /> Town of Mashpee expresses an unqualified opinion. <br /> ' 4. Audit findings relative to the major federal award programs for the Town of <br /> Mashpee are reported in Part C of this Schedule. <br /> ' 5. The programs tested as major programs.included Title 1 (84.010) and SPED 94-142 <br /> (84.027). <br /> t 6. The threshold for distinguishing Type A and Type B programs was $ 300,000. <br /> 7. The Town of Mashpee was determined to be a low risk auditee. <br /> ' B. FINDINGS - FINANCIAL STATEMENTS AUDIT <br /> tThere were no findings reported in fiscal year 1999. <br /> C.
