money ; and to raise such appropriation , the Treasurer , with approval of the Board of Selectmen , be authorized to borrow at one time , or from time to time , a sum of money under and pursuant to Chapter 44 , Section 7 , and Chapter 44 , Section 3 , subsections 1 , 3 , 5 , 7 , 7A and 7C of Massachusetts General Laws , or any other enabling authority , and to issue bonds or notes of the Town therefor , and further , to see if the Town will vote to appropriate and transfer from the Donation Account a sum of money to the Interest on Temporary Loans Account and a sum of money from the Donation Account to the Issuance of Debt Account ; and still further, to see if the Town will authorize the Board of Selectmen and/or Water Commissioners to apply for and accept Federal and/or State `I grants or loans to be applied by the Town toward the _I financing of the above items and to enter into contracts and agreements with Federal and /or State agencies , other municipal agencies , private corporations or land owners or other entities or persons in connection with the construction of the above items or reimbursements to the Town of the costs associated with said construction or the acquisition of lands or easements necessary for said construction and to transfer any such wells , water mains , easements , necessary lands and other related items , along with any indebtedness of the Town incurred in relation to such items , to any municipal water district that may hereafter be established and to execute any and all instruments as may be necessary on behalf of the Town to effectuate any of the above items , and stili further that approval of this article is contingent upon approval by the Town of Falmouth of the request of Santuit Woods Realty Trust , or, its sucessors to connect the Winslow Heights subdivision to the Town of Falmouth distribution system , or take any ot'ner action relating ,'hereto . To see it the Town will vote to authorize the Board of Selectmen to sell or otherwise assign an easement for roadway purposes to Forward Development Corporation of Cotuit , Barnstable County , Massachusetts across a portion of that parcel of land described on the 1935 Mashpee Assessor ' s Maps as Map 79 , Plot 17 , said portion being described as a strip of land 40 feet in width along the western property line of said parcel , said property line being the center line of Bates Road and Turner Road lying between Old Barnstable Road on the north and the northern property line of Assessor ' s Map 79 , Plot 15 on the South , and furthermore that said easement shall be solely and exclusively to allow the lands owned by Forward Development Corporation lying 1. West of the Quashnet River in Mashpee to qualify as having adequate access with regard to Subsection 9 . 3 . 4 . 2 ( c ) of the 1 K�+ .
