During our examination we <br /> I <br /> reviewed the approved transfers from the reserve fund and questioned <br /> I � <br /> the fallowing two reserve fund transfers totaling $1E1, 969. in our <br /> Opinion they were not extraordinary and unforseen, and should have ! ' <br /> ' I <br /> been authorised at a towr, meeting. <br /> i ' <br /> i <br /> I. Purchase Front End Loader, $87, 105 <br /> The Town requested bids for renting a front end loader for <br /> the transfer station and also considered using transfer <br /> ! <br /> station band issue monies to purchase the same front end <br /> u � <br /> loader. The Town, however, chase to fund the purchase of the <br /> front end loader through a reserve fund transfer. ' <br /> We feel that this was not an unforseen expense and should have <br /> been considered when preparing the capital outlay budget. This was a <br /> I <br /> Significant purchase of a large piece of equipment and should have <br /> been appropriated at a town meeting. <br /> i <br /> 3 <br />
