MINUTES January 7, 1993 2 BOARD OF HEALTH Mr. Greelish informed Mr. Haney he is to submit a letter of commitment and a written timetable for public water hookup. Mr. Doherty recommended Mr. Haney include, in the letter of commitment, that he has retained an engineer to perform survey work in the trailer park, plans will be submitted within 90 days, a time frame in which failed septic systems, as identified by this Board, will be upgraded and an engineer will be retained by a specific date to address the water is- sues. Mr. Haney stated he will consult with his Attorney to review a timetable and attend an upcoming meeting. Mr. McQuaid informed Board members Mr. Haney has re- tained a local engineering firm to assess the existing septic systems. Mr. Haney stated he will provide the letter of commit- ment to the Board by January 11 , 1993. Mr. Ball motioned to grant a 1993 license to the Trailer Coach Park known as "Lakeside Trailer Park" with the stipula- tion Mr. Haney submit the letter of commitment as agreed, Mr. Doherty seconded, all agreed. 1b APPOINTMENT: Tom Smith - 266 Monomoscoy Road Mr. Smith was in attendance for this scheduled appoint- ment. Mr. Smith informed Board members he is present this evening to request a variance from Board of Health regula- tions which requires 4' of naturally occurring permeable soil between the bottom of the leaching facility and groundwater. "I am proposing a single family dwelling on the lot. " Mr. McQuaid informed Board members in 1985 the lot was perked during which ground water was encountered at 3 1/2' . "In December of 1992 the lot was reperked during which groundwater was encountered at 3. 81 . " Mr. Greelish explained to Mr. Smith the problem with ground saturation on Monomoscoy Island and suggested Mr. Smith research alternative leaching facilities. APPOINTMENT: Diane Cloutier/Ed Pesce - "Cafe 130" Ms. Diane Cloutier and Mr. Edward Pesce were in atten- dance for this scheduled appointment. s
