MINUTES January 19, 1995 8 BOARD OF HEALTH
Mr. Gangemi stated, "In most towns, in fact all the towns, when you do demolition
you write the check to the town." "Why is Mashpee different?"
Mr. Doherty stated, "If it gets written to the town it goes into the general fund."
"If it goes to the general fund then we loose control of the funds, then we have to fight for
the funds through town meeting." `By doing it this way, the contractor assumes all the
costs, in other words we don't have to pay him to take care of the demolition." "The fee
that he presented for approval was based on the cost of the equipment and the costs of
processing the material."
Mr. DiMaggio stated, "I also went around to other landfill and based my fees on
that."
Attorney Watt stated, "After reviewing the contract I would assume the contract is
a zero cost."
Mr. Doherty responded, "As far as the demolition is concerned, for the town it is."
Attorney Watt stated, "Then the contract essentially allows you to perform this
function at the dump."
Mr. Doherty stated, "The material must originate from Mashpee." "If it originates
in Mashpee the Board has agreed there's a need to handle it." "We feel strongly that there
is a need to address every disposal need, be it demolition, tires, refigerators or waste oil."
"We've taken the position that we will handle it, one way or another we will handle it, we
will not turn anything away because we hauled so much stuff out of the woods." "If we
don't accept it that's where it winds up."
Mr. Gangemi stated, "So basically, what he does is just grind it up, put it in the
landfill and caps it."
Mr. Ball stated, "Or ships it out, either/or depending on what it is."
Mr. Gangemi questioned, "How about concrete."
Mr. Ball responded, "Concrete is landfilled."
Mr. DiMaggio stated, "Big slabs of concrete we separate and take out."
Mr. Ball informed Mr. Gangemi, "If it happens again call Mr. DiMaggio."
