TOWN OF MASHPEE
BOARD OF HEALTH
January 26, 1995
Meeting called to order at 7:00 p.m.
Members present: Steven R. Ball, John T. Doherty and Robert F. Cram, Sr.
THE TAPE IS NOT PART OF THE MEETING IT IS FOR THE PURPOSE OF
TRANSCRIPTION ONLY.
Mr. Steven R. Ball, Chairman
1.) Warrants signed.
2.) Mr. Cram motioned to accept the minutes of January 19, 1995, Mr. Doherty
seconded, all agreed.
3.) Request for fee reduction, Paula Manzi - Mr. McQuaid relayed, Ms. Manzi has
researched fees abutting towns charge for massage facilities." "It does appear we may be
somewhat high." "My concern is other massage therapists and establishments have paid
for the year and it wouldn't be fair to consider a reduction in the fee for this one particular
individual and not the others in town." "It is virtually impossible for us to reimburse fees
already collected." "I would recommend for this year we let the current fee schedule
stand and for the next calendar year reconsider a reduction in massage facility and
therapist fees."
Mr. Cram questioned, "Has there been any kind of precedence where the Board
has pro-rated a fee when the business has started six months into the year?"
Mr. Doherty responded, "The closest the Board has come to pro-rating is when
that individual or business opened in November or December." "At that time we
incorporated the remaining months of the year into the license for the following year."
"This situation is a little different." "We have policy in not pro-rating any of the fees." "I
really don't see any reason to make an exception here." "Every business is having tough
times." "If Ms. Manzi is having a problem in paying the fee I'm sure we can work out a
payment plan."
Mr. McQuaid commented, "We could request Ms. Manzi pay one half of what's
required now and the other half by July 1, 1995."
