MINUTES February 4, 1999 2 BOARD OF HEALTH <br /> Mr. McQuaid answered, "Every six months, plus I did a water sample on her <br /> water to ensure it's safe and I won't issue the permit until we get that back." <br /> Mr. Doherty motioned to approve a 1999 Residential Kitchen permit to Ms. <br /> Deborah Wozniak d/b/a Sweet Harvest located at 25 Old Colony Drive pending <br /> the results of the water test. Mr. Ball seconded, all agreed. <br /> 4) Variance Request - 39 Godfrey Road - Mr. McQuaid stated, "I did not have time <br /> to go over it for it just came in but that it's part of a sub-division which has well <br /> and septic already laid out and this plan confirm that." <br /> Mr. Doherty asked, "Is it standard pre-existing? <br /> Mr. McQuaid answered, "Yes". <br /> Mr. Doherty motioned to grant a 33' local variance from the proposed on-site <br /> leaching facility to abutting well (431 Godfrey Road), a 17' local variance from <br /> the proposed on-site leaching facility to abutting well (#47 Godfrey Road) and a <br /> 37' local variance from the proposed on-site leaching facility to the proposed on- <br /> site well, Mr. Ball seconded, all agreed. <br /> Variance Request - 152 Algonquin Avenue - Mr. McQuaid informed Board <br /> members, "the applicant is requesting a 10' sideline variance, a 6' variance from <br /> the proposed location of the leaching facility to the edge of the wetlands and <br /> approval to install a Micro Fast Denitrification Unit." <br /> Mr. Doherty motioned to grant the variances as stated by Mr. McQuaid and to <br /> approve the installation of a Micro Fast Denitrification Unit, Mr. Ball seconded, <br /> all agreed. <br /> APPOINTMENT: Solid Waste Committee - Curbside/Pay-As-You-Throw <br /> Selectmen David Leveille and Town Administrator Robert Whritenour were in <br /> attendance for this scheduled appointment. <br /> Mr. Whritenour stated, "In a goal setting session for the Town, one issue that <br /> came up was to get with the Board of Health and discuss what the future of solid <br /> waste was and to analyze new services such as curbside and doing different things <br /> to promote recycling." "Coming into FY2000 and 2001 there are serious cost <br /> hikes that are projected primarily through SEMASS fees increasing with the <br /> tonnage going above our guarantee annual minimum, thus running the risk of <br /> being penalized." "There is a tremendous need for some thought in the areas of <br /> 1)trying to beef up recycling and reduce the town's waste treatment, 2) how much <br /> it will cost exactly to take care of the solid waste, 3) how much money are we <br /> taking in and 4) how much do we have available to us from the property tax that <br />
