MINUTES March 24, 1999 5 BOARD OF HEALTH <br /> Mr. Ball motioned to grant approval of the repair plan as submitted with the <br /> stipulation that the final inspection be conducted with the Health Agent and a <br /> licensed engineer who will then sign off on the as-built card; also the Mashpee <br /> Conservation Commission needs to sign off on the Order of Conditions. Mr. <br /> Cram seconded the motion. Plan passes. <br /> 7. Pump system: 384 Monomoscov Road. <br /> Mr. McQuaid stated, "This is before the Board not for any variance, but for a <br /> very simple concern that I have. The property has an existing two-bedroom <br /> cottage. The owner is proposing to build a new three-bedroom house with a <br /> garage added, (tank, pump system, denitrification or F.A.S.T. system is <br /> involved). He's proposing to convert the 2-bedroom house into a garage. But <br /> he already has a garage. Cape & Islands Engineering states on the plan "No <br /> habitable space permitted within converted garage." My fear is that they are <br /> going to use one of the dwellings as a bunkhouse or a rental. It's my <br /> recommendation to the Board is to ask the applicant to come before the Board <br /> and explain why they need two garages." <br /> Mr. Ball stated, "I would like, at least, to have the owner sign an affidavit that <br /> there will be no habitable space within the converted garage. If we have him <br /> sign something, then legally we have something to fall back on if it does turn <br /> into a bunk house." <br /> Mr. Ball made a motion to have the owners sign a notarized statement stating <br /> that there will be no habitable space within the converted garage and have it <br /> recorded at the Barnstable County Registry of Deeds prior to issuance of a <br /> septic permit. Mr. Cram seconded the motion. Motion passed. <br /> NEW BUSINESS <br /> FinCom Meeting: Mr. Cram stated, "The Finance Committee was pretty fair with us. <br /> We haven't seen the end result, but I think they understand a lot of the situation. I'd <br /> like to compliment Mr. McQuaid on his presentation." <br /> Transfer Station fee increase: Mr. Cram stated, "I would like to make a motion to <br /> increase the residential sticker price for the transfer station from the present <br /> $35.00/year to $55.00/year. This additional $20.00 per sticker, with approximately <br /> 4,000 stickers being sold, would give us an additional $80,000 that could very well <br /> help us alleviate the projected shortfall." Mr. Ball seconded the motion. Motion <br /> passed. The price for the second vehicle will remain at $5.00. <br /> OLD BUSINESS <br /> 407 & 409 Monomoscov Road: Being requested is approval for a proposed definitive <br /> subdivision plan. <br /> Mr. McQuaid stated, "No new buildings are proposed and the existing lots each have a <br /> dwelling. The owner of Lot 1 is proposing to give the owner of Lot 30 a portion of his <br /> land." <br /> Mr. Cram motioned to grant approval for the proposed definitive subdivision plan with <br /> the stipulation that the engineers provide well and septic locations for the affected lots <br />
