MINUTES April 27, 2000 6 Board of Health <br /> DISCUSSION <br /> The Board discussed the Smith/Pesce proposal. <br /> Mr. Cram questions if this can qualify to be built as new construction. Looking back, it seems to <br /> be an unbuildable lot <br /> Ms. Warden said it is Mr. Fletchers's opinion there is no way a de-watered perc would work. <br /> Mr. Doherty said looking just at title 5,not local regs,they could, on paper, do a title 5 system. <br /> The local regs are stricter in order to provide better protection, however those regs were written <br /> before much of this new technology. The only reason the Board entertained the Clivis Multrin <br /> option is because it offers more protection. Therefore, does Mr. Smith's proposal meet the <br /> Boards's intent? Mr. Doherty thinks he has. <br /> Mr.McQuaid mentioned that even with the Clivis Multrin,the wall becomes an issue for the <br /> abutters. Also,the design of the wall will impede the flow and force it into the groundwater <br /> faster. <br /> Mr. Doherty said if the Board allows a de-watered perc test, it has to be with the intent to <br /> approve. <br /> Mr. Doherty is concerned about the precedent of varying the 4 feet of separation on new <br /> construction. <br /> Mr. Ball is also very concerned about that. <br /> Mr. McQuaid reminded the Board the prior approval was based on the knowledge they had <br /> available at the time. <br /> Mr. Cram made a motion to adjourn at 8:50 p.m. Mr. Doherty seconded the motion.
