MINUTES May 25, 2000 3 BOARD OF HEALTH
system to the inland of the coastal bank and Great River. A variance to install
a micro-fast denitrification system in also being requested.
Mr. Doherty stated that he would like to see a full hearing for this request.
Mr. Doherty motioned to have Cape & Islands Engineering notify abutters and
schedule a full hearing with the Board of Health regarding the variances for 6
Great River Road. Mr. Ball seconded the motion. Motion passed.
b. Local Comprehensive Plan Implementation Committee
Mr. McQuaid stated that the Local Comprehensive Plan Implementation
Committee is looking for a member of the Board of Health to attend their
meetings.
Mr. Santos stated that he would attend this committee's meetings.
C. Fines
Mr. Santos stated that he would like the Board to consider setting a minimum
fine of$100.
Mr. McQuaid stated that it might make more sense to issue fines on a case by
base basis.
APPOINTMENT: Linette Gallant re: illegal dumping
Ms. Gallant was in attendance for this scheduled appointment.
Ms. Gallant stated that she lived at 129 Sunset Strip in Mashpee for many years and
sold her house very quickly this spring. She had a very short period of time in which
to get out of the house an asked a neighbor to take a final load of trash to the dump
on the day of the closing. The neighbor stated that he would take care of it. Ms.
Gallant stated that she didn't dump the trash, was a long-time resident and a
business owner in town. She stated that her neighbor must have dumped the trash in
the woods.
Ms. Warden asked who the neighbor was who dumped the trash.
Ms. Gallant stated that she would not disclose the neighbors'name and that she was
afraid of retribution from the neighbor.
Mr. McQuaid suggested that the Board require Ms. Gallant to clean up a similar illegal
dumpsite in lieu of paying the $300 fine.
Mr. Doherty motioned to have Linette Gallant clean up another illegal dumpsite in
town, to be determined by the Board of Health, in lieu of the $300 fine. Mr. Santos
seconded the motion. Motion passed.
