They never even entertained it." <br /> Mr. Eichner responded, "Again, let's not get into a question of what the minutes say. <br /> But, I understand what you are saying." <br /> Mr. Bliss stated, "But you heard the Board say that we couldn't have done anything <br /> else. They said that they would have encouraged but they couldn't have required. <br /> You heard this guy say that he didn't have anything to barter and didn't want to <br /> barter. I don't know what more you could be looking for." <br /> Mr. Eichner stated, "I'm not looking for anything else. But it's not my decision, that's <br /> what I'm telling you. It's the subcommittee's decision. We'll hear what happens at the <br /> public hearing. I'm going to report what I've heard here today and I think it's pretty <br /> clear." <br /> Mr. Santos asked, "What has been the Committee's reservations or questions to you as <br /> far as why they are going through all of this?" <br /> Mr. Eichner responded, "There was a question... I mean, what prompted all of this was <br /> the submittal of the minutes of the Board of Health which raised some questions <br /> about what was exactly required and what wasn't required and what agreements had <br /> been reached between the Board and Life. We've been going through this discussion <br /> in the public setting and there are, admittedly, other folks that have a different <br /> opinion of how this goes. We're trying to be responsive to everyone that's involved." <br /> Mr. Ball asked, "What is your projected flow?" <br /> Mr. Mahoney responded, "Oh, I'd have to have Steve call you. He knows all of those <br /> things. I'll be honest with you, I don't know." <br /> Mr. Santos stated, "From an environmental standpoint, we can't get a better system <br /> than what's being proposed here. To me it's kind of a no-brainer, really. This is the <br /> best thing for the environment as far as what we should be looking for. We're getting <br /> sidetracked on all of this other stuff that's going on here." <br /> Mr. Eichner stated, "If I wasn't clear, the question has always been... The Talanian <br /> project has to acquire some amount of existing flow in order to off-set the flow that <br /> they are going to be adding, the nitrogen load that they are going to be... Now, during <br /> the public hearing the question was raised whether that flow, the concentration in <br /> that flow of nitrogen, would be what be what comes out of a standard Title V septic <br /> system or what comes out of a denitrifying septic system. That's the questions that <br /> has been raised." <br /> Mr. Mahoney asked, "What do you mean by credit? I don't understand that. Is it, for <br /> give u 50 000 for 10 acres of land over there if you let me overbuild <br /> example, I'll o $ <br /> P � Y <br /> over here? Is that what this boils down to?" <br /> Mr. Eichner responded, "This boils down to, within this watershed which has water <br /> quality P YP J <br /> uali problems, an projects <br /> that come under the Commission review have to offset <br />
