Mr. Eichner responded, "In terms of concentration?" Mr. Mahoney responded, "Just so I can get numbers in my head." Mr. Eichner continued, "It would be 35 parts per million. So, if it was a denitrifying septic system, it would be the same flow but it would be a lower concentration so it would be less nitrogen. Nineteen, or twenty five." Mr. Mahoney asked, "So, is that the difference that we are discussing?" Mr. Eichner responded, "Yes." Mr. Mahoney asked, "What does that mean to them? Let's say its 15 points, but what does that mean ultimately?" Mr. Eichner responded, "Ultimately that means that either they would have to acquire additional nitrogen from another source in order to do their offset, or they could provide funds equivalent to..." Mr. Mahoney stated, "That's exactly what I thought it was. Very simply, again, we were pushing a reserve, Title V and that's what our intention was, period. Whether we got it through getting something over and above... What difference does it really make if the flows...Do you see what I'm saying? Instead of penalizing them, and creating a problem for us, a problem that we're concerned over right now... Who does it benefit? I'm trying to understand that. I'm not trying to be critical.
