So, in terms of the <br /> offset, if they had the flow and the concentration coming from a standard Title V <br /> system, from your project..." <br /> Mr. Mahoney asked, "About how many parts would that be normally?" <br /> Mr. Eichner responded, "In terms of concentration?" <br /> Mr. Mahoney responded, "Just so I can get numbers in my head." <br /> Mr. Eichner continued, "It would be 35 parts per million. So, if it was a denitrifying <br /> septic system, it would be the same flow but it would be a lower concentration so it <br /> would be less nitrogen. Nineteen, or twenty five." <br /> Mr. Mahoney asked, "So, is that the difference that we are discussing?" <br /> Mr. Eichner responded, "Yes." <br /> Mr. Mahoney asked, "What does that mean to them? Let's say its 15 points, but what <br /> does that mean ultimately?" <br /> Mr. Eichner responded, "Ultimately that means that either they would have to acquire <br /> additional nitrogen from another source in order to do their offset, or they could <br /> provide funds equivalent to..." <br /> Mr. Mahoney stated, "That's exactly what I thought it was. Very simply, again, we <br /> were pushing a reserve, Title V and that's what our intention was, period. Whether we <br /> got it through getting something over and above... What difference does it really make <br /> if the flows...Do you see what I'm saying? Instead of penalizing them, and creating a <br /> problem for us, a problem that we're concerned over right now... Who does it benefit? <br /> I'm trying to understand that. I'm not trying to be critical. But, if you say okay fine, <br /> you've got it, everybody wins, we were fortunate that they donated x amount of money <br /> through that that helped our program, through that that also tremendously lowered <br /> our intention was with that. I don't understand what, why? Is it financial that they <br /> would have to give you so much money for something else?" <br /> Mr. Eichner responded, "The offset system is set up so that there won't be any <br /> additional nitrogen put in the watershed. Sort of a holding pattern. I understand <br /> what you are saying." <br /> Mr. Mahoney stated, "Why is it so difficult to say, okay they were going to dump 35 <br /> anyway. Who cares? Unless, it's alright, I want three traffic lights." <br /> Mr. Eichner added, "It's not like that. It's more what you would have been required for <br /> your project. That's the bottom line." <br /> Mr. Mahoney stated, "I'll send you some information. And I'll have our lawyer and <br /> another gentleman call you. III have you know that it's just not coming from me. If <br /> that's acceptable to you." <br />
