MINUTES June 1, 2000 12 BOARD OF HEALTH <br /> Mr. Eichner stated, "The record is open so if there is anything you can submit that..." <br /> Mr. Mahoney stated, "I will have the gentleman do it." <br /> Mr. Ball stated, "We'll take this last question before we either direct the agent or make <br /> a motion." <br /> Mr. Megathlin stated, "Thank you Mr. Chairman. We came here this evening hoping <br /> to resolve this issue and we've heard the opinions again from the Board of Health <br /> which we certainly appreciate your support. You've heard the legal issues indicated by <br /> Mike Bliss and you've heard the very strong opinion by Dennis Mahoney from Life. As <br /> Mike says, it seems to be a pretty cut and dried issue. What concerns me is that we've <br /> heard very vague comments about it's up to the subcommittee when Ed Eichner <br /> knows full well the subcommittee will act on what Ed Eichner suggests and <br /> recommends to them. And also, about the vague reference to the minutes, when we <br /> all know that Ed Baker is the one who has supplied these minutes to the Cape Cod <br /> Commission and basically that's the public that he's talking about. So, it's really one <br /> or two people that are objecting to this and I really would like to know what the <br /> position of Ed is going to be in front of the subcommittee. Because that is what we <br /> need to hear. From this group tonight it seems very clear to me what he should say <br /> but I would kind of like to know what he has to say." <br /> Mr. Ball stated, I don't know if Ed wants to get into that at this time. <br /> Mr. Eichner stated, "I think it's up to you as well. This is really a Commission kind of <br /> discussion as far as I'm concerned." <br /> Mr. Ball added, "All we can do is make our recommendations to the Cape Cod <br /> Commission and direct Elias to send out a letter. This will be the last letter well send <br /> out on this. No more." <br /> Mr. Doherty stated, "IM move that the Board direct the agent to forward a letter to the <br /> Commission stating our support for either the issuance or the transfer, whichever is <br /> appropriate, of the nitrogen credits to the Talanian project based on the discussions <br /> tonight that although we would have liked to have seen, and we certainly would have <br /> encouraged Life at Mashpee to install a denitrification system, no regulation was in <br /> place at that time to enforce that and since the connection to that particular system <br /> benefits the environment for everyone, we feel that it's only proper that the Talanian <br /> project receive credit for that amount of wastewater discharge." Mr. Santos seconded <br /> the motion. Motion passed. <br /> OLD BUSINESS <br /> a. Recreational Camps <br /> Mr. McQuaid stated that the state regulations for recreational camps have <br /> changed. Now such recreational camps have to be licensed by the Board of <br /> Health and we don't have a fee schedule for that. Mr. McQuaid recommended a <br /> fee of$50.00 per year for recreational camps, which is in line with other towns. <br />
