4 <br /> Motion to grant passed. <br /> 9. Board Member Reappointment to the Natural Resource Mp_mt. Committee <br /> Discussion took place regarding the reappointment. <br /> Mr. Doherty made a motion to appoint L. Glenn Santos as the Board Representation to the <br /> Natural Resource Management Committee. Mr. Ball seconded the motion. Motion passed. <br /> Mr. Santos made a motion to appoint Steve Ball the alternate member to the Natural <br /> Resource Management Committee. Mr. Doherty seconded the motion. Motion passed. <br /> DISCUSSION: <br /> a. Emergency Repair Policy <br /> Ms. Warden requested that the BOH postpone this until the next BOH meeting on <br /> Thursday, August 16th, 2001. Health Consultant, Charlotte Stiefel, would like to speak to <br /> the BOH regarding this issue. <br /> Mr. Doherty was in agreement with that request. Discussion postponed until the next BOH <br /> Meeting August 16th, 2001. <br /> b. Policy Regarding Remodeling or New Construction under Old Title V <br /> Ms. Warden stated that the homeowner is proposing to construct a new home on this <br /> property. The existing system.The system was installed in the late 80's. Ms. Warden felt <br /> that the homeowner should put in a new system. <br /> Mr. Doherty felt that that was an expensive proposition. He understands Ms. Warden's <br /> concern. He stated that if Ms. Warden is asking the BOH to develop a policy, that is a <br /> different situation. He recommended that the septic be pumped out and inspected. If it fails <br /> to meet the standards then the homeowner will have to do four-core samples north, south, <br /> east and west. Then you are going to need a set of standards with which to judge the <br /> samples. This, again,will be an expensive proposition.The bottom line was "how can the <br /> BOH force homeowners to upgrade their septic system to current standards in an already <br /> existing home?" <br /> After further discussion, the BOH Members came to an agreement on the following <br /> statements of fact. The BOH, in it's many years of experience, is cognizant of the fact that <br /> technology in both the physical and environmental sciences has changed over the years <br /> resulting in a better understanding of Cape Cod's geological environment and how it effects <br /> all of our water resources. In recognition of this fact, the opportunity exists to improve some <br /> surface sewerage disposal systems whenever a house is being complete reconstructed. <br /> Therefore, the BOH will require that all projects where the house is being more than 75% <br /> reconstructed and/or where anytime the foundation is being disturbed and/or modified that <br /> the septic system be brought up to current standards. Again, this is being done in order to <br /> protect the drinking water supply for residents of Cape Cod. <br /> Mr. Doherty also recommended that the BOH begin a"to do"list, beginning with this item, <br /> for the new Health Agent to pursue upon hire. <br /> NEW BUSINESS <br /> a. Cape Cod Regional Tobacco Control Program <br /> The BOH is in receipt of a letter from the Cape Cod Regional Tobacco Control Program dated <br /> July 31St, 2001. The CCRTCP completed a round of compliance checks of tobacco retailers in <br /> Mashpee. Mike's Service Station on Route 130 in Mashpee sold cigarettes to a minor during <br /> this compliance check. <br />
