2
Mr. Slavinsky confirmed that there was no bedroom increase planned for this
residence.
Mr. Ball then asked if he had the distance from the wetland.
Ms. Warden confirmed that it had the necessary distance from the wetland.
Mr. Ball motioned to grant the variance request from Cape & Islands on the
letterhead dated August 20th, 2001. Mr. Glen Santos seconded the motion.
Ms. Warden brought up that point that the board might want to consider a
denitrification system because of the fact that no one from the BOH has actually
failed the system.
Mr. Ball amended his vote to include, prior to plan approval an agent of this
Board shall inspect the system to determine if it is in failure, Mr. Santos
Seconded.
APPOINTMENT: John Slavinsky, Cape & Islands Engineering 18 Waterline Drive
Mr. Slavinsky began by stating that he had already been before the BOH with his
engineering plans for an additional room over the garage. The BOH, at the
previous meeting, stated that if the Mr. Slavinsky could provide them with an
engineered plan with the bathroom downstairs they would reconsider the request.
The architect and the owner said that they couldn't comply with the request.
Mr. Slavinsky then provided the BOH with the "as built" of the leaching facility
and his new calculations on the leaching facility. He recommends that they take
the "bull run valve" out, put in a D-box and use the entire system. It will provide
them with the ability/capacity for a four-bedroom house.
Mr. Ball asked if the owner was proposing a bathroom on the second level to
accommodate another bedroom.
Mr. Slavinsky confirmed that Mr. Ball's assumptions were correct and the new
calculations were for a four-bedroom home.
Mr. Ball wanted to know what the distance was to ground water and if he met the
new Title V requirements.
Mr. Slavinsky stated that the distance was five feet to ground water. He wasn't
sure if he met the requirements. However, there were ways he could enhance the
system. He stated that he was going about it as a repair or an upgrade.
Mr. Ball stated that he is approaching it as an additional bedroom. He stated that
Mr. Slavinsky could wait until there was a full board to go forward on the issue.
His feeling on this is that in order for him to grant any variances. Mr. Ball would
require a denitrification unit.
