Mashpee Design Review Committee <br /> Minutes of Meeting Held Thursday,August 10,2006 <br /> Mashpee Town Hall Meeting Room 3 <br /> Committee Members Present: Thomas O'Hara,Lee Gurney,Robert Nelson,Kathleen Eynon,and Charlie Maintams,Jr. (Assistant <br /> Building Inspector). <br /> Absent: Mary LeBlanc <br /> Summary <br /> • Building F-2, South Cape Village—Building elevation Plan stamped approved. <br /> Thomas O'Hara called the meeting to order at 8:35 a.m. <br /> Site Plan and Landscape Review <br /> Building F-2, South Cape Village <br /> Completion of the landscaped plaza <br /> Parking lot South <br /> Don Megathlin, Talanian Realty <br /> Don Megathlin introduced Steven Allen(architect). Don Megathlin then gave a brief background of the project as outlined in his July <br /> 26,2006 report memo, copy of which report memo is attached to the printed set of these minutes. A discussion of the points made in <br /> the report followed and Don Megathlin pointed out approved modifications made to the Special Permit that was approved in 2003. <br /> Highlights of the lengthy review and discussion included the following: <br /> • Don Megathlin pointed out that one of the modifications approved was they increased the size of the building by about 350 to <br /> 367 square feet,which they have to take off from the other buildings. <br /> • They moved the sidewalk. <br /> • They will have rest rooms and will have to locate in other buildings other than the F-2 building. Tom O'Hara asked whether <br /> or not they are required to put in community bathrooms. They said"no"but they are putting them in the next building,but <br /> not in F-2 building. <br /> • Signaee...Don Megathlin said they created sign criteria for South Cape Village in order to keep the character of the area. <br /> Tom O'Hara mentioned that some of their tenants had come to Design Review for signage approval. Both Don Megathlin <br /> and Steve Allen said the signage had not been presented to them and that they will have to put something in place to make <br /> certain that Talanian has seen proposed signage before tenant brings to Design Review. <br /> • Tom O'Hara asked whether or not Commercial Street is a public street. Don Megathlin responded that the Planning Board <br /> wanted Commercial and Charles Streets as public ways but Town not responsible to plow or maintain. On subdivision Plan <br /> there are variances on setbacks to create this"village cente2'concept. <br /> • Separately they've had discussion with Fire Department. <br /> • Charlie Maintanis pointed out handicap parking placement questions,which he indicated would come up at Plan Review. <br /> Don Megathlin and Steve Allen said they will be happy to make the changes to handicap parking now or when they go to <br /> Plan Review. Charlie responded that it could be discussed at Plan Review. <br /> • Pedestrian Plaza...Steve Allen showed site Plan and said they are looking to development of F-2 Building. He said the <br /> interesting thing is all these building have 4 fronts. <br /> • Landscape Plan...This was briefly reviewed. It was a draft and will be finalized to incorporate changes made on site plan. <br /> • Building Floor Plan...Steve Allen explained the floor plan and showed dumpster storage location. Building Plans with <br /> elevations were reviewed and they identified colors and materials to be used. Tom O'Hara commented that the building <br /> looks great and that they've done a wonderful job on South Cape Village. <br /> • Lights are attached to the building;will be short-armed, such as gooseneck or small MR lights. <br /> • Parkin e...Tom O'Hara stated he understands parking has already been done but questioned how it got approved to have <br /> parking across a street? Response: Special Permit was issued by the Planning Board. Steve Allen added that Mashpee <br /> Commons has same type of situation. On another note,Tom O'Hara offered the comment that recently when he came out of <br /> Roche Bros. store he was forced to walk down the street to get to the parking. Don Megathlin said if you look at all the <br /> provisions by which we were regulated,there was some"gives and takes". <br /> Conclusion: Building elevation Plan stamped approved. <br />
