v
ECONOMIC DEVELOPMENT COMMITTEE MINUTES
JANUARY 23, 1996
Members Present: Tom Potts , Steve Innis , Paul Reynolds ,
( Sharon Koblinsky and Ted Lewis absent)
Also Present: Wayne Duchemin, ED Coordinator
Rick York, Shellfish Constable
The meeting was called to order at 7 : 00 p.m.
The Minutes of January 9 , 1996 were accepted with some revision.
Correspondence included an invitation to the Vienna Choir to
benefit the Boch Center on March 9th at 8: 00 p.m. Marilyn Farren
sent a memo re: the budget and specifics pertaining to EDC
Minutes. Sandy Campbell sent Tom a memo and outline re: a
Massachusetts Aquaculture Educational Interaction Program
involving the Woods Hole MBL and a grant from AT&T ( $50 , 000) .
This would provide free internet access for all schools in the
country starting in April. Tom would like EDC to be a sponsor
and provide PR and tie in with Rick York' s aquaculture program.
Rick York suggested EDC work with Supt. DeMoura on the
educational component of aquaculture and devise a curriculum.
Rick stated he will pull together all the articles that appeared
in the Mashpee Messenger along with information on the
current JTEC Program and make them available to EDC and Sandy
Campbell. Tom spoke with Dr. Halberstein who will be meeting
with AT&T to discuss this teleconferencing project which will
show aquaculture projects going on in Mashpee , Woods Hole MBL
and Ipswich. Rick York noted that Mashpee currently has
propagation areas in Popponesset, Waquoit, and Nantucket Sound.
An Aquaculture Park designation is needed but difficult to site;
a likely place would be Nantucket Sound, but there could be
a problem with squid draggers. Bourne was recently granted
a lease of 50 acres for an Aquaculture Park. EDC can help by
developing a strategy to get public support for a Park and
promote with newspaper articles . Torn suggested recommending to
the Selectmen to designate 50 acreas as an Aquaculture Park
and make it available to Mashpee residents to sub lease and
use for educational purposes. Discussion occurred about
promoting sites already in existence (Hamblin Pond, Great River ,
Daniel ' s Island, and Popponesset Bay ) , and EDC could promote
these for educational and/or commercial farming. Rick suggested
EDC contact and get the support of other Town Committees to
recommend to the Selectmen to designate an Aquaculture Park
in Waquoit Bay. (Rick noted that there may be some opposition
from WBNERR) . Steve stated he would like to see an endorsement
from Supt. DeMoura for the educational element. Rick York stated
there are three parties currently involved in aqua farming on
Great River, ockway Bay, and Mashpee River who could possibly
