Finance Committee Minutes <br /> February 3 , 1987 <br /> Page 2 . <br /> Building Inspector <br /> Clerical $16 , 300 FY88 <br /> The Finance Committee members reviewed and ,discussed some <br /> of the other Department Budgets . As these budgets are still <br /> considered preliminary , the Committee must wait till all revisions <br /> are in prior to calling in Department representatives to discuss <br /> their budgets . <br /> The Finance Committee discussed whether the Assistant Town <br /> Planner , a position established by town meeting with a two-year <br /> contract , should be a line item in the budget or if it should- be a <br /> separate Article . Vern feels it should be a special article because <br /> it' s acontractual position only for 2 years and we ' re in the second <br /> year of it . Line items are usually on-going and on a yearly basis . <br /> Joseph Murphy , Executive Secretary , would like to see it as a line <br /> item. Fred noted that if the Finance Committee goes for a special <br /> article it has to be outside Proposition 22 . This position is <br /> subject to appropriation . Finance Committee members agreed that <br /> this should be a special article . <br /> The next item discussed was the policy " of'overnight stays for <br /> town employees . Last November the Superintendent of Schools gave <br /> permission for an employee (a Falmouth resident ) to attend a two-day <br /> seminar and stay in Hyannis for two nights resulting in a bill of <br /> $310 . The Superintendent stated that there are no guidelines , thus <br /> he felt he had to let her do it . The Finance Committee members <br /> agreed that there is a need to establish a policy in this regard <br /> to prevent further abuse . The policy agreed upon was thus : <br /> It is the policy of the Finance Committee that there be no''over- <br /> night stays less than 100 miles from the town , trips .,less than - <br /> 100 miles would require permission prior to the trip from the Chief <br /> Finan.cial,,,Plan.neF ;r : This request would come from the Department Head . <br /> The final issue discussed was the town taking over private <br /> roads . Fred stated his belief that this is going to be a real <br /> problem in the future , especially in view of the problem with <br /> 22 and not being able to increase the budget . He noted that this <br /> may not be a problem now, but 5 to 10 .years from now these roads <br /> will require maintenance . At present , there are 360 miles of road <br /> in the town , only 161 miles are town roads . This year it is the <br /> take -over of Deerfield and Bowdoin , they pay the initial cost of <br /> bringing it up to spec by a betterment and from that point on the <br /> maintenance is the responsibility of the town . Plowing is really <br /> not the problem, it ' s the maintenance . The Finance Committee <br /> discussed the possibility of creating a Road District . The cost <br /> of maintaining a road , per foot or yard etc . would have to be <br /> established and the people an town-owned roads taxed . Fred stated <br /> his feeling that it would be beneficial to come up with a plan prior <br /> to town meeting , which would include Deerfield and Bowdoin Road . <br /> The Chairman stated his fear that if Deerfield and Bowdoin are <br /> accepted by the town , then next year there will be more .c',.- <br />
