MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> February 24, 1988 <br /> Present: Edward Dolan, Carl Heller, William Towner <br /> The Finance Committee commenced at 7 p.m. There were only three members <br /> present, and there was not a quorum. Chairman Heller noted that the meeting <br /> would proceed as scheduled without making any decisions until a quorum was <br /> present. <br /> The Conservation Commission represented by Louise Berman and Lisa Hanson <br /> met with Finance Committee members to discuss their FY89 budget. The <br /> budget is as follows: <br /> Conservation Agent Salary $23,639.70 <br /> Expenses $6,459.44 <br /> The Finance Committee questioned the Conservation Commission as to how much <br /> money they thought they could recover from fees to support their budget. <br /> Louise noted that revised fees are being planned, however, they must wait <br /> to see if a new by-law is passed to see if they can raise the fees . Carl <br /> noted that it was his opinion. that fees should be tailored to the application <br /> and services required. Louise noted again that this was pending by-law <br /> approval. <br /> Carl asked the Conservation Commission to submit a revised budget by <br /> March 10th, showing approximately how much the Commission could recover if <br /> the by-law is passed. Carl noted that he did not want to under-fund the <br /> Commission, but would like a better idea of fees . <br /> The Conservation Commission has an Article on the Annual Town Meeting <br /> Warrant X667. This article seeks Town approval to create the position of <br /> Administrative Secretary, 30 hours weekly at Grade 8, Step 1. Louise and <br /> Lisa explained that they presently have a Board Secretary, 14 hours a week. <br /> This is not adequate, as this fourteen hours includes covering a weekly <br /> meeting and typing the minutes. Carl inquired as to whether there couldn' t <br /> be another part time secretary, rather than one Administrative Secretary. <br /> The Commission noted that to have two part time people would be of no help <br /> and perhaps a hinderance as. there would be no continuity. It was noted that - <br /> if the Article should pass there would be extra funds in the Board Secretary <br /> Account. The approximate cost of the Administrative Secretary proposed by the <br /> Commission would be $16,558 to $18,515 . $7,590 has been allocated to the <br /> Conservation Commission in the Board Secretary account.
