Finance Committee Minutes <br /> January 4 , 1989 <br /> Page 2 . <br /> The Finance Committee discussed Article 14 , 15 , 16 , 17 and <br /> 18 with the Executive Secretary . Of all of these articles , 14 <br /> will have the greatest impact on the town . Article 14 seeks <br /> town approval of an incentive program offering base salary increases <br /> to regular full—time police officers as a reward for furthering <br /> their educaiton in the field of police work . The Finance Committee <br /> was in agreement with the belief that this should be the subject <br /> of collective bargaining not an article by petition . Members felt . <br /> there is a need for an incentive program , but not two . With an <br /> educational incentive in place it is inappropriate to have the Quinn <br /> Bill too . Recommendation on 15 , which concerns the transfer of <br /> monies to compensate individuals if article 14 should pass , was <br /> witheld pending the outcome of Article 14 on the floor . Members <br /> agreed that 16 should be the subject of collective bargaining . <br /> This article seeks town approval for indemnification of retired <br /> police officers and fire fighters who retired for accidental <br /> disability . Murphy noted that at present there is no figure in as <br /> to the cost of this article to the town . This was not recommended <br /> by the Finance Committee . Article 17 seeks to transfer $25 , 000 <br /> to cover the cost of article 16 . The Finance Committee will <br /> make their recommendation on the floor . Article 18 seeks the <br /> town approval to provide payment for the funeral and burial <br /> expenses of fire fighters and police officers killed in the <br /> performance of their duties . Finance Committee feels that this <br /> should be in collective bargaining not in an article . <br /> The Board Secretary was asked to contact members of the <br /> Sewer Commission to address articles 4 and 5 at the January 25 <br /> Finance Committee meeting . The Planning Board and the Town <br /> Planner will be asked to attend to address article 8 and the <br /> impact of a roadway and utility easement to the Dolphin Bay <br /> Corporation . The Conservation Commission has also been asked for input. <br /> The Executive Secretary informed the Committee that the <br /> Selectmen had voted not to grant Ernie Virgilio , DPW , the $8 , 000 <br /> requested for the purchase of a used dump truck and insisted that <br /> the funds be taken from existing monies . Based on this decision <br /> the Finance Committee unanimously rescinded its vote to grant <br /> Virgilio an $8 , 000 Request for Transfer from the Reserve Fund . The <br /> Board Secretary was asked to inform the Town Treasurer of this vote . <br /> (Copy of letter attached . ) <br /> The next scheduled meeting is January 25 , 1989 at 7 p . m. <br /> The meeting adjourned- at 8 : 30 p . m . <br /> Gail McNabb <br /> Board Secretary <br />
