MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> • JANUARY 12, 1994 <br /> MEETING COMMENCED AT 7:OOPM <br /> Members Present: Dan Goggin, Chairman; Deirdre Greelish; Denise <br /> Sullivan; John Ferriday and Marcia King. Tony Gallo and Roger <br /> Dunivan were unable to attend. Robert Whritenour, Executive <br /> Secretary, was also present for this discussion. <br /> Please note for the record that the taping of this meeting was for <br /> the transcription of the Minutes only, and will be reused once the <br /> Minutes are approved. <br /> The Minutes of January 5, 1994 have not yet been voted upon or <br /> approved. <br /> According to the Executive Secretary, the Board of Selectmen did <br /> receive the memo inviting them to this meeting, but still are not <br /> ready to discuss their 16 goals. Mr. Whritenour indicated that the <br /> Board of Selectmen wanted to give him the chance to try to get the <br /> goals into the budget. Mr. Ferriday argued that the initiatives of <br /> the Selectmen should run the budget not that the budget should run <br /> the initiatives. He stated that the budget should reflect their <br /> initiatives. Mr. Ferriday felt that the Selectmen should have <br /> these initiatives prioritized. Mr. Goggin asked if the budget <br /> • requests for FY95 are for example $20 ,000 and revenues received are <br /> $20,000 then none of the initiatives will be acceptable? The <br /> Executive Secretary again stated that it was his thought that the <br /> Selectmen wanted him to recommend the budget for them to review <br /> prior to their discussing or prioritizing their initiatives. <br /> Speaking of budget requests, Mr. Whritenour explained that as of <br /> present, the budget requests for FY95 are a little over a million <br /> from FY94 and Revenues are a little over $500,000 from FY94. Mr. <br /> Goggin indicated that the Finance Committee would like to meet with <br /> Mr. Whritenour and the Departments as much as possible this year <br /> during the budgeting process. Mr. Whritenour stated that he would <br /> like to have the budget requests in the hands of the Finance <br /> Committee as soon as possible. <br /> The Finance Committee then discussed why they feel the budget <br /> process is flawed. They do not agree that three recommendations <br /> should be given at Town Meeting. It is their feeling that this <br /> confuses the taxpayers and that there should be one figure <br /> indicating the budget requests from the Departments and one figure <br /> indicating the recommendation of the Finance Committee. Ms. <br /> Greelish stated that last year was the first time that the Board of <br /> Selectmen had a separate column with their recommendation. Mr. <br /> Whritenour was unaware of this and would look into this and discuss <br /> with the Selectmen. <br /> • Certain things that were the Finance Committee's initiatives were <br />
