MASHPEE CHARTER REVIEW COMMITTEE MONDAY,JUNE 23,2014 WAQUOIT MEETING ROOM—TOWN HALL Present: Edward Larkin,Theresa Cook,Chuck Gasior, Scott McGee,Michael Richardson,Don Myers,Mary Waygan,Richard Halpern,and Wayne Taylor. Audience: Deb Dami—Town Clerk Andrew McKelvey - Resident Geoff Spillane-Mashpee Enterprise Ed Larkin,Chairman, called the meeting to order at 6:41 p.m. Approval of Minutes Michael Richardson motioned to approve the regular meeting minutes of June 16,2014. Richard Halpern seconded the motion. VOTE: 8-Yes; I-Abstain. Roll call Vote: Mary Waygan—yes Edward Larkin—yes Scott McGee—yes Theresa Cook - yes Wayne Taylor—abstain Chuck Gasior—yes Michael Richardson—yes Don Myers—yes Richard Halpern - yes Other Business Review suggested change to Article 3-Section(i)(4)-Recall Procedure Ed Larkin noted all Committee members received the comments from our Charter Attorney. Ed said while 20%of voters would still be required for the initial petition,regarding the vote percentage requirement 10% is reasonable in view of voter turnout. Motion: Theresa Cook motioned to change Article 3-Section(i)(4)to 10%from"at least 20%" in that paragraph right below"Against the recall of(Name of officer)". Scott McGee seconded the motion. Discussion: Michael Richardson stated for the record it is disappointing that people do not come out to vote and do a better job. Chuck Gasior said it would seem if you have a recall that it should generate people coming out to vote and if 11%come out perhaps it should be a percentage higher than 10%. Deb Dami,Town Clerk, commented Committee should keep in consideration when you have an uncontested ballot then you have even a lower percentage turnout. Don Myers said he echoes Debbie's concern. Also,he said we make it more strenuous for this election than for any other Town general election; why do we go to that extent.
