1 <br /> Town of Mashpee <br /> Personnel Board <br /> Minutes of Meeting, April 14, 1975 7:30 pm.. <br /> �J <br /> PRESENT: W. Clendenin, J, Malone, R , Maxim, C. Brown <br /> It was unanimously decided to issue a statement of Personnel Board's feeling on <br /> appointment of Superintendent of Streets by the Board of Selectmen. A copy of <br /> this statement will be sent to Selectmen, R. Maxim will explore for the Personnel <br /> Board the possibility of engaging outside Counsel and/or introducing an article to <br /> this effect, <br /> Re collective bargaining, because of previous experience, Mr. Clendenin will <br /> represent the Personnel Board for meetings with the Highway Department, and Mr.. <br /> Malone for meetings with the Fire Department. The first meeting with the Fire <br /> Department, with their attorney, is scheduled for April 29, 1975. <br /> DISCUSSION OF TOWN MEETING ARTICLES: <br /> A) Messrs, Malone and Clendenin will represent Personnel Board at meetings with <br /> Finance Committee on implementing article for cost of living. <br /> B) R . Maxim spoke on Conservation Committee's article requesting establishment of <br /> Conservation/Wildlife Officer. Board's decision on this matter was tabled pending <br /> presentation by Conservation Commission which is presently being formulated, <br /> C) Shellfish Warden: It was voted not to recommend this article because of lack of <br /> r information, <br />\_ D) Re article by Board of Selectmen that Finance Committee be appointed rather than <br /> elected, it was decided that no action is required by Personnel Board_ <br /> E) Re Building Inspector, the Board again approved sum of $3,050 for fiscal year <br /> ending 6/30/75, and recommended a sum of $8,548.80 for fiscal year commencing 7/1/75, <br /> A letter will be sent to the Finance Committee, copies to Building Inspector and Selectmen, r <br /> re the latter recommendation. <br /> F) Re article for two additional firefighters, this is not recommended by Personnel <br /> Board. <br /> G) Re articles submitted by Recreational Director: 1) Personnel Board would <br /> support an article for one Arts & Crafts instructor for the town not to exceed a <br /> total cost to the town of $862 of which $200 are for expenses for this position. <br /> 2) Personnel Board will support an amount to $800 for special officer to <br /> collect beach fees for 11 weekends, plus two full weeks in July (263 hours). A <br /> letter to Recreational Director, copies to Finance Committee and Selectmen, will <br /> be sent to this effect. <br /> H) Re Highway Department's article requesting one full-time skilled laborer, the <br /> Board tabled its decision pending additional information to be supplied by George Green. <br /> Concerning Police Department matters, a letter will be sent to Chief Bingham <br /> stating that a) Personnel Board voted to grant Sergeant Curtis Frye a 2.5% merit <br /> increase based on his performance appraisal effective 7/1/75, and Board strongly <br /> recommends that Chief Bingham submit an article establishing a town approved position <br />
