TOWN OF MASHPEE
• Minutes of Meeting, September 10,1975 4:00 P.M.
PERSONNEL BOARD AND BOARD OF SELECTMEN
PRESENT: For Personnel Board: R.A. Graham, Chairman, W.C. Clendenin, Chester
A. Brown
For Board of Selectmen: George Benway, Frank Hicks
ALSO PRESENT: Sanford A. Koval, Esq. , Attorney for Town for Fire Contract Negotiations
Richard Staff, Esq. , Town Counsel
The authorization of the position for the Selectmen's office was discussed
and it was determined that it should be classified as Clerk/Typist, Grade 4,
Step 1 ($2.64 hourly) , since shorthand is not required. The Selectmen will
request budgetary approval for this position from the Finance Committee at their
meeting this evening. The Personnel Board is receiving applications for this
position and will be interviewing on Monday evening, September 15, 1975•
There was a discussion of Lucinda Lashley's salary, until now set at
$3.27 per hour. Mrs. Lashley will receive retro-actively to July 1, 1975 an
hourly figure of $3.35, since the Personnel Board had received this day a
favorable Personnel Evaluation Form for Mrs. Lashley signed by Philip DiIorio.
The Town Treasurer will be notified of this decision.
Concerning Oliver Pocknett's request to have his anniversary date recon-
sidered, the Personnel Board explained its decision to set January 1, 1968 as
anniversary date, and how this decision had been reached. It was decided that
the Selectmen will send a letter to Mr. Pocknett asking for further proof of
an earlier employment date with the Town, such as any records from the Barn-
stable County Retirement Association. Since anyone earning over $200 per year
contributes to this fund, their records should show earliest employment date.
In lieu of information to this effect, Mr. Pocknett's anniversary date with
the Town will remain January 1, 1968.
Severance Pay was discussed, for insertion into the Town's Salary Admin-
istration Plan. Attorney Staff was given the suggested terms, and will send a
draft to the Personnel Board so that it can be written into the S.A.P. in a
manner consistent with the laws of the Commonwealth. The suggested terms for
employees whose employment is terminated by the Town are: "After three years
of continual employment, averaging at least thirty-five hours per week, one
week of severance pay, up to a maximum of twelve weeks, be given to full-
time permanent employees. "
Attorney Koval went over the proposed Fire Contract to explain any changes
requested by the Firefighter's Association, and to discuss Town's position in
the negotiations. Mr. Koval suggested that an effort be made to obtain some
type of lockers for the firemen, since there is no place where the men can
secure their equipment against theft.
Concerning the wire-inspector position which had been advertised, Mr.
John Newman, present part-time wire inspector, will retain this position, since
there were no applicants either qualified, or residing in Mashpee.
•
.. . . . . . . . . . . . . . . . . . . . . . . . . .continued
