Minutes of Personnel Board <br /> October 25, 1982 Page 8 <br /> • Meeting with the Selectmen and the Executive Secretary, cont. <br /> The Executive Secretary said that in his opinion the top three positions which needed <br /> to be looked at were the Superintendent of Streets, the Building Inspector and the <br /> Tax Collector/Treasurer. <br /> Sel. Thomas mentioned the meeting set for November 3 with the Finance Committee to dis- <br /> cuss the 1983/84 budgets. She said that something should be set in terms of what the <br /> Personnel Board has in mind for a percentage increase. She commented that the town paid <br /> a half million dollars in the overall budget to employees last year. <br /> The Executive Secretary said that it should be set in such a time that the Personnel <br /> Board can advise Department Heads by January. <br /> Bob asked why does the Wire Inspector, Gas Inspector get paid on a salary and the <br /> Plumbing Inspector on a percentage? <br /> Sel. Thomas said that the Building Inspector inherited all the problems. <br /> The Executive Secretary said that they were starting to address that. If we replace a <br /> plumbing or gas inspector, we have to go on Civil Service. They have requested an ex- <br /> emption for home rule for certain positions from the Senate as the town doesn't want to <br /> go Civil Service. _ <br /> Bob commented that we may be over staffed in some areas. <br /> • Curtis asked about the meeting with the Finance Committee. <br /> The Executive Secretary said that it was to discuss where we stand financially and that <br /> the Finance Committee will be-issuing set guidelines to go by. <br /> Dave mentioned that percentage increaseswere proposed in the Town of Wareham. <br /> Sel. Garland recalled when the town of Mashpee had twelve steps across the board with <br /> seven categories and how it was an automatic thing that employees would go onto the next <br /> step plus demand a cost of living raise. <br /> Sel. Thomas said that it was abused. <br /> Caroline asked if anybody had ever been refused ingrades or a raise? <br /> Sel. Garland said that there .were two currently which are red circle positions. <br /> Caroline asked if any supervisor every had the guts to say "you are a lousy employee". <br /> Sel. Garland said that there were a few. <br /> Caroline said that there is no decorum in this town and that she would not hire two <br /> people to work for her. <br /> • Sel. Thomas said that there is a need for improvement; however, the overall working habits <br /> have improved. <br /> Manuel asked how often the working habits of employees are reviewed? <br /> Curtis said that it is in the town by-laws that it should be done annually. <br />
