PERSONNEL BOARD MEETING
• MINUTES OF AUGUST 16, 1982
MASHPEE TOWN HALL
The following members of the Personnel Board were present for the meeting:
Robert Sullivan, Chairman, Caroline Gilligan and Curtis Woodbury.
Chairman Sullivan called the meeting to order at 6:30 p.m.
Minutes of Personnel Meetings
Curtis Woodbury made a motion to accept the minutes of the July 12 and July 19
meetings. Caroline Gilligan seconded the motion. All present were in favor.
Interviews for Board Secretary
Two candidates were interviewed for the Board Secretarial vacancy on the Growth
Review Committee as well as for the vacancy on the South Cape Beach Committee as
follows: Grace Erdman and Amelia Karol. Typing tests were given to each of the
candidates. It was the unanimous vote of the Personnel Board to recommend that
Grace Erdman be appointed as Board.Secretary to the Growth Review Committee and
the South Cape Beach Committee.
Resignation of Board Secretary
A letter of resignation dated August 12 from Barbara Horton, Board Secretary to the
Charter Commission was received and read into the minutes. As the Charter Commission
• is now in need of a secretary, the Board approved that the position be advertised.
Request to Discharge Employee
In a letter dated August 16, Burley Greene, Acting Superintendent of Streets, requested
that Nathan White be dismissed as an employee from the Highway Department. The reason
for the request for dismissal was because of his record of working habits. Bob sug-
gested finding out if Burley discussed situations with the employee as they occurred.
Also, Bob requested the secretary to contact Burley to see if he could get a letter of
resignation from the employee as Mr. White did give verbal notice of his intent to
leave.
Discussion was made by the Personnel Board not to fill positions at the Highway Depart-
ment as people leave in an attempt to cut-back on personnel in that Department.
Temporary Hire for Clerical- Help
A request to hire clerical assistance for the period of August 23 through September 3
was unanimously denied by the Personnel Board as they felt that the need for clerical
help was not justified.
Meetinq with Charter Commission
A meeting has been set up by .the Charter Commission for the Personnel Board to meet
with them on Tuesday, September 28 at 7:00 p.m. in order to discuss roles, duties and
responsibilities.
Partial Payment of Education Incentive
• A request from Chief Frye to give partial payment to Patrolman Heim and Patrolman
MacDonald for their educational incentive was discussed. The reason for the request
for partial payment was that the money was not budgeted into the educational account
at the Police Department and the Finance Committee denied Chief Frye's request for
additional funds telling him that he would have to go to town meeting. The Personnel
Board's feeling was that they did not have the jurisdiction to appropriate the money.
