PERSONNEL BOARD MINUTES <br /> MEETING OF AUGUST 2, 1982 <br /> • MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present for tonight's meeting: <br /> Robert Sullivan, Chairman, Caroline Gilligan and Curtis Woodbury. <br /> Chairman Sullivan called the meeting to order at 6:30 p.m. <br /> Minutes of Personnel Board <br /> Curtis made the motion to accept the minutes of June 14 and June 21. Bob seconded <br /> the motion. All Board members present were in favor. <br /> Request to Re-Advertise <br /> The Board reviewed a request from the Executive Secretary to re-advertise for the <br /> Superintendent of Streets position as the Board of Selectmen were not satisfied with <br /> the selections available. The Personnel Board voted in favor of re-advertising for <br /> the position as they, too, were not satisfied with the selections. <br /> Due to the withdrawal of one of the candidates of the Fire Chief's position, a request <br /> to re-advertise for the position was also reviewed by the Personnel Board. The members <br /> of the Board unanimously voted not to re-advertise. and asked the secretary to request <br /> that the Selectmen reconsider their decision in choosing not to appoint James Priestly, <br /> the other finalist. <br /> Personnel Board Priorities <br /> • A memo dated July 26 listing priorities beyond the Personnel Board's normal administra- <br /> tive duties, was reviewed.by: each member.They were in agreement that the first priority, <br /> reviewing the P.A.P. drafted by Michael Gilman, should be done and scheduled ,for dis- <br /> cussion for their meeting of August 16, 1982. <br /> Police Dispatcher Interviews ' <br /> From 6:45 p:m. through 8:15 p.m., the Personnel Board along with Chief. Frye and Geordine <br /> Rodericks's assistance conducted interviews for the Clerk Dispatcher position at the <br /> Police Department. The following applicants were interviewed: Marlene Antonson, Laura <br /> Rasche, David Costello, Karen Philibotte and Barry Twomey. All applicants were given <br /> typing tests. The Board unanimously voted in favor of recommending Marlene Antonson <br /> and Karen Philibotte as finalists to the Board of Selectmen. (Note: Karen Philibotte <br /> called the next day and withdrew her. application) <br /> Police Department Vacation Carry-over <br /> The Board reviewed a letter dated July 19 from Michael Gilman, Attorney, regarding the <br /> request by the Personnel Board for an interpretation of the clause in the Police Con- <br /> tract on carry-over of vacation time for those employees with less than three years of <br /> service with the town. Upon review of the letter and upon review of the contract, the <br /> Personnel Board unanimously voted not to allow the carry-over of vacation time. Their <br /> recommendations will be sent to the Selectmen. <br /> Grievance of James Ames <br /> A letter dated July 22 from Attorney Edward O'Brien, who is representing James, Ames, <br /> was read into the minutes.. Mr. Ames. is grieved by the action of the Board of Selectmen <br /> • in choosing not to re-appoint him.. The Secretary advised the Board that the Executive <br /> Secretary had been given a copy of the letter and was in the process of contacting <br /> Town Counsel to request him to follow through on a reply to Attorney O'Brien's letter. <br /> It is the Executive Secretary's opinion that the grievance procedure of the P.A.P. is <br />
