MASHPEE TOWN HALL <br /> PERSONNEL BOARD <br /> MEETING. OF DECEMBER 12 , 1988 <br /> The following Personnel Board .members were present for tonight ' s meeting : <br /> Chairman Robert W. Sullivan , Manuel Glickman , C . Ben Lofchie and Ed Bake rd <br /> and Leo Turo . <br /> Chairman Sullivan convened the meeting at 6 : 00 p .m . <br /> Interview Policy <br /> Chairman Sullivan presented the Board members with a draft of an interview <br /> policy for their review . Chairman Sullivan said that he felt the guide- <br /> lines would helpoutin theinterviewingprocess .. He said that he would <br /> have Board members ask"' questions and all management will ask their ques- <br /> tions . - - - <br /> Ben Lofchie commented about recent advertising on the Asst .• Town Planner <br /> position and the Town Engineer position rn that we were using a salary <br /> range . He said that he would like it to be advertised at the grade level <br /> on a Step 1 . Manuel Glickman said that if we have- authorityto offer <br /> salary and youhavetwo candidates -- one qualified with a greater range <br /> you can say you prefer :thecheaper one or you can , take the o-ne wi.th ,ex- <br /> perience . Ed Baker said that we only advertise with a range when permis- <br /> sion is given by the Selectmen . <br /> The Board continued to review::.:. the interview policy and made a few small <br /> word additions in #5. "management "was added and in item #8 "initially" was <br /> added . Item #11 was also added. Ed Baker moved to accept the interview <br /> policy with -recommended changes . . Manuel Glickman seconded the motion . All <br /> in favor . <br /> Asst . Town Accountant Recommendations <br /> Ed Baker , the liaison to the Accounting -Office , advised the Board that he <br /> met with Diane Rommelmeyer , the Town Accountant , to discuss the follow-up <br /> interview on the candidates selected for the Asst . Town Accountant posi- <br /> tion as semi-finalists . Diane Rommelmeyer expressed reservations about <br /> two candidates and was comfortable with one . The Board ' s #3 vote was her <br /> number one vote. Ed told the Board that he felt Diane ' s reasoning is valid . <br /> Leo ,Turo moved the change the Board ' s vote to recommend Marianne Gibbs to <br /> the Board of Selectmen as their first choice : Ed Baker seconded the motion . <br /> All in favor . <br /> Cost of. Living - P . A . P . Employees <br /> Chairman Sullivan said that he- would recommend 6% cost of living increase <br /> to positions falling under Appendix A & B of the Personnel Administration <br /> Plan which would keep salaries in line .with the union positions , <br /> Manuel Glickman moved to recommend 6% for the FY ' 90 cost of living figure <br /> to the Board of Selectmen . Leo Turo seconded the motion . Ed Baker com- <br /> mented -that it could not stay this way forever . Ben Lofchie commented that <br /> it has to go onus long as someone has authority giving as an example an <br /> employee in the -. Assessor ' s Office being in the union and the other employ- <br /> ees are not . Chairman Sullivan commented that the Board could work to es- <br /> tablish another Appendix under ,the Personnel Administration Plan for manage- <br /> ment employees-; however , .the word has to come from the Board of Selectmen . <br /> Vote : All in favorof, recommending 6% cost of living for P . A. P . positions . <br />
