Personnel Board <br /> Minutes of December 5 , 1988 Page 2 <br /> List of Police Candidates <br /> Chairman Sullivan asked Chief Frye if there would be any openings in the <br /> department so that the Board cangetstarted on interviewing candidates <br /> on the list . Chief Frye said that there would be a couple of openings <br /> shortly and that we should interview candidates . He mentioned that he <br /> would be hiring Special Police Officers as well . <br /> . Candidate for Asst . Town Planner - <br /> The secretary advised the Board that she had been in touch with Lee <br /> Weller , the Town Planner ' s top choice for the Assistant Town Planner <br /> position . Mr . Weller is willing to accept the position but asked for <br /> additional monies . The position was advertised at a range of $22 ,865 <br /> to $27 , 176 . Mr . Weller is asking for Step 3 of the salary range , $25 , 042 . <br /> Ed Baker commented that it would cut his growth factor on the salary range <br /> stating that he was opposed . Tom Fudala met with .the Board briefly stat- <br /> ing that the Board of Selectmen would be appointing Mr . Weller at their <br /> meeting tonight . _ He said that he recommended a Step 3 stating that he <br /> felt Mr . Weller had the experience . After more discussion , Manuel Glickman <br /> motioned to hire Mr . Weller at Grade 11 , Step 3 . Ben Lofchie seconded . <br /> Chairman- Sullivan abstained as he was not present during the interviews . <br /> Ed Baker was opposed . Vote 2 -_1 in favor . <br /> Interview Policy Guidelines <br /> Chairman Sullivan presented the Board with a -draft of Interview Policy <br /> Guidelines between the Personnel Board and Management for their review . <br /> Board members reviewed the policy and made suggested changes . Ed Baker <br /> said that he had a different philosophy . He commented that the Board <br /> spends a lot of time interviewing and things we should do cannot be done . <br /> Ed said that in the private sector , there is a personnel department or <br /> industrial relations department which provides hiring services . They ad- _ <br /> vertise , schedule physicals , do the background checks . They screen the <br /> applications for experience. They bring applicants in and advise them <br /> what the job pays , what the benefits are and then turn the applications <br /> over to the department managers whoconduct the interviews , make s selec- <br /> tion and reports back to the Personnel Department . That selection by the <br /> department manager inconcurence with the personnel manager completes the <br /> hiring process . - <br /> Chairman:;',Sullivan said that he knows business does it that way and if we <br /> ran the ,flown like a business it would be . great . He said that interviewing <br /> in Town Hall means power and that the interview process is a big thing . <br /> Chairman Sullivan commented that he has fought for eight years to keep the <br /> interview process . The purpose of presenting the policy guidelines is, to <br /> refine the process . . <br /> Ed Baker said that he is not suggesting letting them take it over . He is <br /> just suggesting that after reviewing resumes , give the department heads <br /> "x" number of candidates ., Chairman Sullivan said . that he feltthe depart- <br /> ment heads need a; cushion . Ed- said tfiat there are a lot of things we are <br /> not doing and that he would loveto see an organizational chart . . Chairman <br /> Sullivan commented that Joe Murphy has one in his office and that the Board <br /> had done one awhile ago . <br /> Liaison of Departments . <br /> Manny Glickman asked that it be noted that Ed Baker would be taking over <br /> the library and that he would lie the contact person for the Board of <br /> Health . <br />
