MA 02649 <br /> TO : Board of Selectmen DATE : November 17 , 1989 <br /> .FROM : Marilyn Farren , Personnel Asst cc : Fire Chief <br /> ��/ /// Personnel Board / <br /> RE : Subversion of Recruiting Process <br /> There was a recent decision by your Administrative Assistant and <br /> Interim Executive Secretary not to advertise the Administrative <br /> Secretary position of the Fire Department in the newspapers as <br /> requested for one week in the Cape Cod Times and three days in <br /> the Falmouth Enterprise . The decision was made to run the ad one <br /> day in the Cape Cod Times and one day in the Falmouth Enterprise . <br /> No communication was made to the Personnel Assistant nor to the <br /> Fire Chief of this change . It was not until the Fire Chief ques- <br /> tionned why the advertisement was not in the newspapers that the <br /> situation came to light . It was then decided by the interim Execu- <br /> tive Secretary that the ad would run four days in the Cape Cod Times <br /> if the Fire Chief would absorb some of the cost in his budget . <br /> I worked very closely with the Fire Chief and his Administrative <br /> Secretary as I have in all cases in the past with other department <br /> heads in determining. the best method for recruiting of positions with <br /> the intent to pull in as many candidates as possible . We are an <br /> EQUAL OPPORTUNITY EMPLOYER. I feel that the recruiting process is <br /> being subverted . <br /> If it is the Selectmen ' s intent to cut the advertising budget , then <br /> why haven ' t we been notified . It was stated at a recent department <br /> head meeting by the Interim Executive Secretary that channels . of <br /> communication would be kept open . I understand that there is $11 , 548 <br /> in the Advertising Account at the current time . The "norm" has been <br /> to pay all advertising for recruitment out of this account . Why , then <br /> is the Fire Chief being advised that he will have to pay a portion of <br /> the advertising? Will this be the case for all departments? There <br /> definitely should be consistency in the payment of bills and procedures <br /> in general . <br /> mf <br />
