He said <br /> that they get the forms from Personnel and then the Council- will do the <br /> evaluation of his performance and he does the evaluation of the Outreach <br /> Coordinator . Kevin commented -that he is the exception . <br /> Bob Connell asked why. the position of Director of Council on Aging had to <br /> be appointed yearly and asked the Personnel Board to look into , it . <br /> Kevin Harrington responded that <br /> q p sometimes positions under Ma . General Laws <br /> require the Board of Selectmen to appoint yearly . June Daley said that her <br /> poisition is one of those positions . <br /> Paul Somerville commented that they will participate and offer. input on the <br /> new evaluation program. <br /> Kevin Harrington again assured the employees that everything will be consis- <br /> tent . (:A,t this point in the meeting , Kevin had to leave to attend a Board <br /> of Selectmen ' s meeting) . - - <br /> Bob Sullivan said that he believes what Kevin told the employees that they <br /> will be treated like everyone else. <br /> Paul Somerville commented that he does not feel the combination is accept- <br /> ible (referring to steps and cost of living ) . He said that the employees <br /> need to have the Personnel Board ' s support at a Board of Selectmen ' s meeting <br /> along with the Finance Committee . He said that they want them to understand <br /> the concept is not workable and why . Paul went on to say . that they want the <br /> stepsto continue even if they don ' t get cost of living ; however , they hope <br /> everyone will get it . He said that the P=:A .P .. employees are a small percent- <br /> age and that they have to be given the same opportunity as union people . <br /> Paul again asked what -a step increase was and if it meant going above and <br /> beyond? <br /> Chairman Sullivan commented that they are comingback with the employee of <br /> the month program . He said that the step was based on what was listed on <br /> the job description as well as goals and objectives . It It is a merit increase . <br /> Chairman Sullivan told the employees that he is. with them . <br /> Bob Connell commented that the Council on Aging establishes goals and objec- <br /> tives subject to available funding . He said that when finances are not <br /> available , you might be limited in achieving some of those goals . . <br /> Leo Turo commented that FY '!91 and ' 92 will be tough years . Any kind of <br /> labor negotiations will be tempered . The Personnel Board has always tried <br /> to treat everyone the same . They follow everything, in union contracts . <br /> Diane Rommelmeyer said that no one was questionning that . June Daley said <br /> that all - theywant is the same as •everyone else . Bob said that Kevin is <br /> telling them the same things . He asked that they give him a chance.. <br /> Helene DeFoe commented that as aDepartment Head , steps have a lot to do <br /> with attitude . There- has to be some incentive. , If you eliminate that`, <br /> people will do the minimumto get by . <br />
