Page 2 <br /> Personnel Board Minutes <br /> Meeting of June 25 , 1990 <br /> Manny Glickman explained that the Board- has worked hard to bring the <br /> . interviewing in line-. He explained that atone time favoritism was <br /> being given for positions . , He suggested that Kevin find out what <br /> they are doing wrong . You commented that he may get himself .into a <br /> mess if he takes the interviewing away from the Board . Manny suggested <br /> that Kevin call Joe Murphy and ask him if the Board should. be relieved <br /> of . what they are doing . Manny said- that -- he would resign . <br /> Kevin asked if he would resign over the- interviwing? Manny commented <br /> that he may be biting off more than he can shew_ Manny commented that <br /> the Selectmen are more apt to choose someone they know for a position <br /> and that if Kevin feels he is qualified , he should make the selection . <br /> _ Kevin said that it would require . more than something than he could do . <br /> Kevin asked if the ,issue was with the Selectmen makingdecisionson hiring? <br /> Ben commented that the Personnel Board should meet and interview as they � <br /> have in the past . The Department Head sits with the Personnel Board and <br /> we interview candidates and the Department H eads give their opinion . At <br /> the end of the interviews , . we go through a process of eliminating as well <br /> as the Department Head . The Board usually goes along with the Department <br /> Head , He saidthatthe five Board. members have different opinions and it <br /> gives a good form of interviewing . <br /> Kevin commented that the issue is the selectionof all employees . <br /> Ben commented that he .knows he will be losing .Pat Hicks in January . The <br /> Board of Assessors would ask the Personnel Board to help do the interview- <br /> ing . <br /> Bob commented that the interviewing process in the past consisted of people <br /> having been promised the job . He said that it is easy for the Personnel <br /> Board to submit names to him . He said that the Board received- a letter from <br /> the Board of Health regarding the interviewing process . The Board of Health <br /> has been very satisfied with the process and stated that they will be stick- <br /> ing with the Personnel , Board ; - <br /> Bob asked if Marilyn Farren would stay working for the Board as their secre- <br /> tary for meetings. Kevin nodded "yes " . 1 ; <br /> Bob commented that if you want to do interviewing , it is fine -- the more <br /> the merrier . He commented that the , Personnel Board 'asks personnel related <br /> questions . He said that the I Personnel Board should -be doing the interview- <br /> ing . Leo Turo said that it is , in .the P .A . P ... <br /> Kevin said that he will try toworkthis out . He said that he is also in- <br /> terested in directing the area of personnel management . Bob commented <br /> that other matters have come up and the Board has solved them . He said <br /> that the Board has written to town counsel about the lawregardingspecial <br /> contracts . The Board feels that there should be only twopersonnelcon- <br /> tracts and everyone comes under the P .A . P . and they should not have other <br /> personal contracts . <br /> Ben Lofchie commented that he did hiring and firing of thirty-forty people <br /> and that was the part of the job he liked . <br /> At this point in the meeting , Kevin Harrington had to attend Board of <br /> Selectmen ' s meeting and the Board asked that he be rescheduled for July 9 . <br />
