PERSONNEL BOARD <br /> MEETING OF JANUARY 7 , 1991 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present : Chairman <br /> Robert Sullivan , Jane Stockbridge , Clerk and C . Ben Lofchie, <br /> Chairman Sullivan convened the meeting at 5 : 30 p .m . <br /> Meeting With James Vaccaro - Finance Committee Chairman <br /> The Board met with Jim Vaccaro to discuss a 4 % cost of living adjustment <br /> for positions under the Town ' s Personnel Administration Plan . They also <br /> presented Mr . Vaccaro with a schedule showing the 4% adjustment along with <br /> five additional steps on each grade with 2 % between each of the steps . <br /> Jim Vaccaro indicated that it would cost the town approximately $40 , 000 for <br /> a 4% cost of living increase . A schedule showing the cost of a sixth step <br /> and the cost of longevity increase in increments of $50 was discussed with <br /> Jim . This would cost the town approximately $8 , 658. <br /> Discussion centered around the recent 6% settlement for the school teachers <br /> along with a sick time buy-back . Chairman Sullivan mentioned that the Town ' s <br /> Clerical Union recently settled for 4 % for next fiscal year and the D . P . W . <br /> Union has settled for 4% for next fiscal year . He said that he would want <br /> to do the same for the P . A . P.. employees . <br /> Chairman Sullivan indicated that the .Personnel Assistant position` needs to <br /> be addressed . Jim said that the Finance Committee is waiting for the re- <br /> classification study to be completed . <br /> Jim Vaccaro advisedthe Board that the town is $300 , 000 short of a level- <br /> funded budget . Ben commented that when it comes to salaries , he thinks the <br /> town will go for an override to Proposition 2 ;� . <br /> Jim Vaccaro told that the Board that he would take the information back to <br /> the Finance Committee for review . <br /> 9 <br /> Contract for Property Lister. . _ <br /> Dave Bailey met with the Board to discuss the position of Property Lister . <br /> He indicated that this - job ,would entail,going out and measuring property <br /> and filling out property record cards . The individual will be responsible <br /> for entering their own work on the computer. It would involve personal <br /> property , commercial properties and data entry . Dave explained that he has <br /> not completed an official job description at -this point . He indicated that <br /> an individual would be hired on ` contract now and that the Board of Assessors <br /> plans to submit an article for -the Annual Town Meeting . "At that time , they <br /> will have a job description as they will have the history behind them . Dave <br /> said that if the position is approved for July 1 , they would post the posi- <br /> tion as a permanent position and presumably the person hired on contract <br /> would be a top candidate . . <br /> Interviews of Candidates for Property Lister <br /> The Board , along with the assistance of the Board of Assessors and David <br /> Bailey, Director of Assessing , interviewedthe following candidates for the <br /> position of Property Lister : David Hatfield , Judith Bates , Heather Davis , <br /> Richard LaFranchise , Douglas Erdman , George Benway , Jr . , James Zurowick <br /> and William Westerman . At the conclusion of the interview process , the <br /> Board narrowed down the selection process to the following : James Zurowick , <br /> Richard LaFranchise and Judith Bates . A background check will be started on <br /> the top candidate , James Zurowick : <br />
