Point property could be a problem with this layout. The Town <br /> will most likely have to grant them an easement. The Committee <br /> would like to keep all access off of Rte 151 . Mr. Franceschi can <br /> talk to town counsel about the options of taking the front piece <br /> of property and not the back, i .e. grant an easement but will <br /> they have to build the road also? The Committee thinks they will <br /> only have to grant acceptable access to Fields Point. <br /> Tom suggested an outside chance of trading pieces of property <br /> with Fields Point. <br /> Dr. DeMoura would like the elementary school close to the high <br /> school to share some facilities. It is very difficult to put <br /> another building close to a high school facility and not many <br /> facilities could be shared. <br /> B. Second 151 schematic - this plan does acknowledge the proposed <br /> arts center and has some shared parking . The Committee agreed <br /> not to attempt to get involved with a separate entity (arts <br /> center) . They did not like the very large parking lot. <br /> The Committee liked the location of the building near the river <br /> (with a good view) . <br /> Mr. Griffin suggested shifted the parking area from the side of <br /> the building towards the front and reducing the road. Towns do <br /> • not do a good job maintaining their properties and the road could <br /> become a disaster and it would also be expensive to build it. <br /> The first plan limits the cost of maintenance. <br /> Mr. Dinizio asked if this Committee is charged with building more <br /> fields than are needed for a high school? <br /> Dr. DeMoura had suggested that because the town has very few <br /> fields for community use. <br /> C. Rte 130/Davis School site - access is from Rte 130 (not <br /> Meetinghouse Rd) . It has more of a community sense. The plan <br /> shows pedestrian connections and shared parking lots to the Davis <br /> School/Town Hall . There is a permitted sewage treatment plant on <br /> one of the parcels. The issue is how much of the land to take. <br /> The biggest issue may be the old town dump and the old DPW site. <br /> Tom stated this plan shows the building on what he suspects is <br /> the worst site ( Leary property) which is a sand pit filled with <br /> old gas tanks, oil cans, etc. <br /> The Town may get money to complete the road as an extraordinary <br /> expense above the formula. Mr. Franceschi will get a definitive <br /> answer on that. The Town can determine what Chapt 90 <br /> reimbursement is and see which is a better way to complete the <br /> road. <br /> Tom is concerned the connections delete much of the open space. <br /> • He also asked DRA to consider some to the special areas of tree <br /> cover (white pine groves) on the property. They should show up <br /> 3 <br />
