MEMO <br /> TO: HIGH SCHOOL BUILDING COMMITTEE <br /> FROM: WILLIAM HAUCK, BUILDING INSPECTOR <br /> DATE: JANUARY 5, 1994 <br /> RE: JOB SUPERVISION <br /> After my discussion with the committee at a recent <br /> meeting, I realized a better method of operation was re- <br /> quired and would like to forward the following scenario for <br /> review. <br /> Structural steel review -- This review requires that <br /> the engineer verify that the design of the primary structure <br /> is conceptually correct and that there are no major flaws in <br /> design. After the design stage I feel retaining a structur- <br /> al engineer is not needed, we have our certification through <br /> the engineer who designed the structure. <br /> Mechanical review -- This is a must during the design <br /> stage for checking equipment specification, sizing, effi- <br /> ciency, distribution, make as well as design. I feel a re- <br /> view during construction is also required, shop drawing, <br /> sizing, equipment etc. You would not need him for on site <br /> review. <br /> Electrical review -- Initial design. <br /> All the above should have an agreement for consulta- <br /> tion as needed above their initial contract which would give <br /> you a quick resolve for disputes and tough decisions. <br /> Project Manager -- On board right from the beginning <br /> to advise the Committee during design. They should be qual- <br /> ified as to code, materials, quality, feasibility and short <br /> comings of design, and have a research capacity. Once the <br /> construction starts it would be nice if there were a clerk <br /> of the works also. Expect him to certify materials as spec- <br /> ified, construction procedures and the work in progress. <br /> The Manager is not here to relieve the architect of his <br /> responsibilities. A method should be worked out so that the <br /> architect is notified and involved immediately. The archi- <br /> tect is fully responsible and you are just adding a method <br /> to make him live up to it. Nor does the Manager run the <br /> construction, the contractor does, and the manager is to <br /> oversee, inform the committee and involve the architect. I <br /> do not see a resident architect being on the job, but we <br /> must keep the responsibility with the proper person. <br />
