This <br /> list shall be the basis for the Board's request to the Legislature <br /> for the annual authorization. The Board may limit its authoriza- <br /> tion request to an amount equal to the sum of the estimated fLrst <br /> annual payments for those project proposals which, in the judgment <br /> of the Board, are in the best interest-of the-Commonwealth andof- - ----------the respective applicants. <br /> (1) Building Needs Conference. In order to establish need for a proposed <br /> • project, and to ensure that all alternatives for satisfying said need- <br /> are fully addressed, the Board through the School Facilities Services- <br /> Bureau shall conduct a Building Needs Conference, pursuant to the <br /> provisions of 603 CHR 38.03. <br /> (a) Representatives ofsthe applicant including but not limited to one <br /> or more representatives. of the school committee; one or more <br /> members of the building committee appointed by authority of town- <br /> meeting, where applicable, or in the case of cities, a <br /> representative of the office or body authorized by law to construct <br /> school buildings in that city; and the superintendent of schools or <br /> his designee, shall meet with representatives-of the -School <br /> Facilities Services Bureau and other officials of the Department--Of <br /> Education, as appropriate. <br /> (b) The Building Needs Conference shall include consideration of the <br /> following to determine whether proposed projects are in the best <br /> interest of the applicant and of the Commonwealth with respect to- <br /> site, sufficiency of accommodation, efficiency, and cost <br /> effectiveness, and to examine alternatives available to meet the <br /> needs for facilities. <br /> 1 . The current enrollment in the applicant's schools and projected <br /> enrollments up to ten years in the future. <br /> 2. The current and proposed grade organization plan. <br /> 3. The current size and grade organization of the school system. <br /> 4. The manner in u occupational ational education and special <br /> he P <br /> education programs will be made available to pupils in the <br /> system. Preference shall be given to proposals designed to <br /> • provide delivery of occupational programs in comprehensive <br /> academic :secondary schools . <br /> ; . he capacrty of the existing ;chool plant . <br />
