MASHPEE HIGH SCHOOL BUILDING COMMITTEE MEETING MINUTES <br /> TUESDAY, JANUARY 30 , 1996 <br /> HIGH SCHOOL SITE <br /> Members Present : Paul Griffin, Merry Sue Ahlgren, Bill Martiros, Joe <br /> Polito, Steve Greelish <br /> Also Present: Joel Seeley, Tom Wren, Jim Byrne, John Williams, Ed Frenette, <br /> Bill Hauck <br /> Meeting convened at 3 : 25 p.m. <br /> MINUTES <br /> ** Merry Sue made a motion to accept the minutes of 12/5/95 , 12/27/95 , <br /> 1/16/96 . Joe seconded the motion. All members were in favor.** <br /> Interim Payment Requisition. <br /> Issues: Tom said the prevailing wage info is 4 weeks in arrears. The <br /> plumbing submission is not acceptable. They held back the difference <br /> between the prevailing wage . <br /> Paul said the obligation is Stone ' s . If the town does due diligence and <br /> notifies Stone, then they have covered themselves. Only if the difference <br /> is flagrant should they hold back funds . If it is not a large enough <br /> amount , take note of the situation but Tom should save himself the <br /> aggravation of small amounts . They should notify Stone of the discrepancy. <br /> If the issue is not cleared up by the end of the job, then we can hold back <br /> funds to cover it. <br /> - Stone is not maintaining the CPM. They are required to submit an updated <br /> schedule with a written narrative with every requisition. This month they <br /> received no look back or look forward charts. <br /> - Progress photos were received without aerials. <br /> - Cash Flow, certified value. The shortfall is 13%. This is the 8th <br /> consecutive month. <br /> - EEO- there are people who are upset about Costa Brothers. <br /> Jim explained there was a man, who is a minority, who was asked to take a <br /> reduction in pay. There are some groups who are asking for more minority <br /> participation. Costa Broth. has agreed to hire this person back as a <br /> laborer. There were 2 other men who made complaints and they did not show <br /> up for work today. Jim said this is not a Mashpee issue, it is broader. <br /> - waiver of liens not supplied. <br /> Paul said based on what he is hearing he is not sure we should approve the <br /> requisition. <br /> Joel said the larger issue is they have not yet responded to the comments <br /> of the Dec. 8th schedule and re-submitted it . <br /> Paul said there are a lot of hours of remedial work to be done . <br /> Steve asked if there is an approved procedure for repairs? <br /> Joel said there is . <br /> Paul is uncomfortable signing a $1 . 5 million requisition without a waiver <br /> of liens . <br /> I <br />
