Joel said Stone has sent a letter requesting that, which has been forwarded to Pat Costello, town
counsel.
Dr. DeMoura said Pat Costello told the Finance Committee Chairman that Stone will be
responsible until the architect signs of for substantial completion, but Dr. DeMoura does not
know where we are with that?
Paul said we are not even close to substantial completion. That is one of a long list of
disagreements with Stone.
Dr. DeMoura said this presents a problem for him because there is a meeting in February with he
School Committee to discuss this years budget deficit. He needs to know whether this
Committee will transfer the amount of money the school department has spent on expenses for
the late opening.
Paul said this Committee approved that when they knew the building would be late opening; we
would accept the cost of the delay. It is not wether or not we will transfer the money, it has to do
with contractual issues that town counsel wants to research first.
Dr. DeMoura said it is important that the school department find out this information ASAP. If
they are going to put an article on the warrant, there is a deadline.
Paul said the Committee does not have a problem accepting those cost but town counsel has
advised us not to vote on it today.
Dr. DeMoura asked if they can advise him in 2-3 weeks? Paul said he can.
Paul asked him to forward a detailed list of the costs incurred to Pat Costello.
Dr. DeMoura asked the Committee to consider installing something around the outdoor
basketball courts.
Paul explained the Committee talked about it earlier. Joel will look at it. Because a fence needs
an opening wide enough to be handicapped accessible, motorcycles can still get through. He
suggested a wooden bumper, like around the parking lot.
Paul also asked Jim to tell PA Landers to put a temporary barrier around the track, until the
fence is installed.
Maintenance of school grounds: Dr. DeMoura explained he has directed their contract person
not to do anything to the high school property until he has been advised. However, he is
concerned that the grounds, especially the fields will be properly cared for.
Paul said we have not accepted the fields so he shouldn't do anything to the fields.
Joel said we have turned over the grounds on the north west side, outside of the snow fence,
including the grass work on the entry.
Paul asked Joel to send a letter to Dr. DeMoura with a map clarifying the area.
Dr. DeMoura explained he has received calls from people in the community concerned about the
outside lights. There are only 2 switches, one for the back of the building, the other for the
remainder.
Paul said the Committee discussed this at the start of the meeting. The Committee made a
decision during design to have the lights on all night and lit up like a ballfield to prevent
vandalism. They are high pressure sodium so there is not much electric use.
