MASHPEE SEWER COMMISSION <br /> JUNE 11,2007 <br /> MASHPEE TOWN HALL <br /> Present: Tom Fudala, Matt Berelli, Don Desmaris <br /> Also Present: Jeff Gregg, Stearns & Wheler, Pio Lombardo, Tom Cambarari, Cape Cod Commission, <br /> Ken Malloy, Ed Baker <br /> Stearns & Wheler Invoice <br /> **Matt made a motion to approve the invoice for S & W for $3,511. Don seconded the motion. <br /> All members were in favor 3-0** <br /> Tom said he is still waiting for an SMAST bill. <br /> Invoice from Water Environment Federation; membership expires on June 30`h. Have to wait until July <br /> 1, next fiscal year, to pay it. <br /> "Don made a motion to pay the water environment federation membership, after July 1, 2007. <br /> Matt seconded the motion.All members were in favor. <br /> Correspondence: <br /> From S & W: they have a new MBE subcontractor, Vantage Graphics. <br /> Don Desmaris was re-appointed to the Sewer Commission by the Selectmen. <br /> Letter from town counsel approving the draft language for the contract with Lombardo Associates. <br /> SCENARIOS <br /> At the last meeting, started to identify some scenarios—ways to treat the nitrogen problem. S &W will <br /> run a model for 4-5 scenarios to determine how well the ideas work. <br /> There were three general ideas: <br /> a. Start furthest from the water body effected <br /> b. Sewer closest to the bay (water body) for immediate results <br /> c. Sewer all the "red" areas, basically the middle of town and expand from there. <br /> What does S & W need to get started, what is needed for the MEP model? <br /> Tom Cambarari, Cape Cod Commission said it should be as fine tuned as sub watersheds; if a parcel <br /> crosses boundaries, apportion it out. <br /> Jeff said S &W, when developing the scenario, will get reasonable approximation as to whether it <br /> achieves TMDL. <br /> Tom Fudala asked if S & W will be developing a load per parcel that will then be allocated per sub <br /> watershed? Yes <br /> .teff said first option is no action, status quo. Next step, meet TMDLs, either phased or all at once and <br /> what needs to be done to achieve that. Another option, do more than meet the TMDLs or are there other <br /> areas/issues to address and incorporate into plan. The driving force is meeting the TMDLs. <br /> Easiest approach is one centralized facility, then just determine the size. <br /> Another option, use existing facilities and upgrade; make the most of what you already have (in lieu of <br /> centralized facility). Then have to decide where it's best to treat—high or low in the watershed. Then, <br /> have to decide which technology to use. <br />
