cowN PP(tf-'pp.,.eve'o.i
'# Town of Mashpee
. , • Shellfish Commission 16 Great Neck Road North
fig• Mashpee, MA 02649
itULCGO MINUTES OF MEETING March 6. 2012
Attendance: William Holmes, Stephen Marques, and Richard York
Convene Meeting: 7:00 PM
Approval of Minutes: Postponed
Shellfish Constable's Report: The Aquacultural Research Corporation (ARC)
shellfish hatchery owners have stated that they do not have the funds to maintain
the facility and might have to sell the property. They had a USDA grant to
purchase a wind generator that would have reduced costs so that they could
afford maintenance and stay in business. Unfortunately, the wind generator was
blocked by the Rt. 6A Historic District Commission even after it was approved by
the Town of Dennis Historic Commission and Board of Selectmen. ARC cannot
afford to borrow funds for maintenance. The owners want ARC to continue as a
shellfish hatchery, but cannot continue on their own. ARC is the only practical
source of remote set oyster seed, because the newly set oysters might not
survival a long time being trucked from out of state, and the cost of transporting
tons of bags of shell with the attached tiny oysters would be too high. Bamstable
County Cooperative Extension director William Clark sent a letter to the
Barnstable County Shellfish Advisory Committee (I am a member) describing the
problem and looking for ways that the County could purchase the hatchery,
renovate it, and have the current owners and their staff operate it. One
suggestion was to increase town shellfish permit fees by $10 for recreational and
$50 for commercial to be used to pay off a loan to purchase ARC. No seed
would be provided other that what the towns purchase with other funds. This
might not work for Mashpee because our permit funds have to be used for
propagation.
The Planning Board is reviewing the Mashpee Comprehensive Plan. The
Coastal Resources element has recommended goals and policies relative to
shellfish.
Old Business:
Shellfish Aquaculture Regulations: Shellfish Aquaculture Regulations and
Application Procedure/Form review was discussed.
Shellfish Propagation: $20,000 in the budget for this summer
Sponge Fouling: No action yet
Waguoit Bay Town Line: No new information
New Busines: None
0855 hrs. Adjournment
