or without coupons, exchangeable for definitive bonds when such <br /> bonds have been executed and are available for delivery. The <br /> Authority may also provide for the replacement of any bonds <br /> which shall become multilated or shall be destroyed or lost. <br /> Bonds may be issued by the Authority under the provisions of <br /> this act without obtaining the consent of any department, division, <br /> commission, board, bureau or agency of the commonwealth, and <br /> without any other proceedings or the happening of any other <br /> conditions or things than those proceedings, conditions or things <br /> which are specifically required by this act. <br /> The Authority is hereby authorized to provide by resolution <br /> for the issuance of refunding bonds of the Authority for the <br /> purpose of refunding any bonds that are outstanding and issued <br /> under the provisions of this act, including payment of any <br /> redemption premium thereon and any interest accrued or to accrue <br /> to the date of 'redemption of such bonds. The issuance of such <br /> bonds, the maturities- and other details thereof, and the duties <br /> of the Authority in respect to the same, shall be governed by <br /> the provisions of this act in so far as the same may be <br /> applicable. <br /> While any bonds issued by the Authority remain outstanding, <br /> the powers, duties or existence of the Authority shall not be <br /> diminished or impaired in any way that will affect adversely <br /> the interests and rights of the holders of such bonds. <br /> Section 7. The Authority, in each instance with the written <br /> approval of the Selectmen of the town of Mashpee, may enter into <br /> agreements with the federal or state governments relative to the <br /> acceptance or borrowing of funds for any project. The Selectmen <br /> of the town of Mashpee are hereby designated as the governing <br /> body of the town for such approval of a project as may be required <br /> by federal or state legislation. <br /> Section B . The town of Mashpee may raise and appropriate, <br /> or incur debt, or agree with the Authority or with the federal <br /> or state governments to raise and appropriate or incur debt, in <br /> aid of the Authority, such sums as may be necessary for defraying <br /> all of the development, acquisition, and operating costs of a <br /> community center within the town of Mashpee. Such debt may be <br /> outside the limit of indebtedness prescribed in section ten of <br /> chapter forty-four, and shall be payable within twenty years <br /> and otherwise subject to sections sixteen to twenty-seven, <br /> inclusive, of said chapter forty-four; provided, that the total <br /> amount of such indebtedness of the town of Mashpee outstanding <br /> at any one time shall not exceed five per cent of the equalized <br /> valuation of the town of Mashpee, reduced and otherwise determined <br /> as provided in section ten of chapter forty-four. <br /> Section 4 .
