Article 15. <br /> To see if the Town will vote to amend Article 4.3 "Wetlands Protection" of the Town By- <br /> Laws by amending the first paragraph of Section 4.3.7 "Permits, Determinations, and <br /> Conditions" to read as follows: <br /> "If the Commission after a public hearing determines that the activities <br /> which are the subject to the application are likely to have significant effect <br /> upon the wetland values protected by this bylaw, the Commission shall, by <br /> written order within twenty-one days of the close of such hearing, impose <br /> such conditions if any, as will contribute to the protection of those values, <br /> and all work sh�ll be done in accordance with those conditions."; <br /> and be deleting the second paragraph of said Section 4.3.7 in its entirety, which <br /> paragraph reads as follows: <br /> "The Commission is empowered to deny a permit for failure to meet the <br /> requirements of this bylaw; for failure to submit necessary information and plans <br /> requested by the CommissionJor failure to meet the design specifications, <br /> performances standards, and other requirements in regulations of the Commission; <br /> for failure to ayoid or prevent unacceptable significant or cumulative effects upon <br /> the wetland values protected by this bylayy� and where no conditions are adequate <br /> to protect those Yalues.'; <br /> and by amending the second sentence of Section 4.3. 12 "Burden of Proof" to read as <br /> follows� <br /> "Failure to provide evidence to the Commission supporting this burden shall <br /> be sufficient cause for the Commission to grant a permit with the <br /> imposition of conditions.", <br /> or act on anything relative thereto. <br /> Submitted by Petition <br /> Article 16, <br /> To see if the Town will vote to amend Section 4.3,8 "Regulations" of Article 4.3 <br /> "Wetlands Protection" of the Town By-laws to read as follows: <br />
