4 � <br /> the sub-embayments of Popponesset Bay(i.e. lower Mashpee River, Shoestring Bay, Ockway Bay and <br /> Popponesset Bay proper), to determine the amount of nitrogen that each can handle while remaining healthy, as <br /> a basis for developing a plan for dealing with nitrogen loading sources within the watershed of each sub- <br /> embayment. <br /> Recommendation: Finance Committee recommends approval. <br /> Motion made by Ken Marsters. <br /> Motion: I move the Town vote to raise and appropriate $75,000 to the Nutrient Management Study account, <br /> with said funds to be expended with the approval of the Board of Selectmen for the purpose of funding a study <br /> of nitrogen loading in the Popponesset Bay system, and further that the Board of Selectmen be authorized to <br /> apply for and accept loan funding under the Massachusetts Water Pollution Abatement Trust Revolving Loan <br /> Program or grant funding from any other source toward the financing of said study, and to enter into contracts <br /> and agreements with any entities or persons and execute any and all instruments as may be necessary on behalf <br /> of the Town in connection with said study or funding and further to authorize the Selectmen to petition the i <br /> General Court for legislation to permit municipal debt issuance for said study purpose. <br /> Motion made to amend to defer study. <br /> Motion to amend defeated at 9:43 p.m. <br /> Motion passes unanimously at 9:46 p.m. <br /> Article 29 <br /> To see if the Town will vote to adopt the Mashpee Comprehensive Plan, as approved and recommended by the <br /> Mashpee Planning Board acting as the Town's Local Planning Committee,pursuant to Section 9 of Chapter 716 <br /> of the Acts of 1989, the "Cape Cod Commission Act", which Plan is available for inspection and review at the <br /> offices of the Town Clerk and Town Planner, Town Hall, 16 Great Neck Road North, Mashpee during weekday <br /> business days from 8:30 a.m. to 4:30 p.m., or take any other action related thereto. <br /> i <br /> Submitted by Planning Board/ <br /> Local Planning Committee <br /> Explanation: This article would formally adopt a Comprehensive Plan, as drafted by the Planning Department <br /> working with a variety of Town departments,boards and volunteer committees and as approved by the Planning <br /> Board,which was appointed by the Board of Selectmen to serve as the Town's "Local Planning Committee" to <br /> prepare and approve such a plan under the provisions of the Cape Cod Commission Act. The Comprehensive <br /> Plan includes sixteen "elements" dealing with Affordable Housing, Economic Development, Coastal Resources, <br /> Water Resources, Water&Wastewater Facilities, Open Space/Recreation&Agriculture, Wetlands/Wildlife <br /> &Plant Habitat, Public Safety, Solid& Hazardous Waste, Municipal Buildings &Facilities, School Facilities, <br /> Transportation, Energy, Health&Human Services, Heritage Preservation& Community Character and Land <br /> Use&Growth Management. Each element includes recommended goals, objectives and policies and an action <br /> Plan suggesting capital facilities needed by the Town both over the next five years and in the long term, <br /> recommended regulatory changes and other actions intended to accomplish the identified goals and objectives. <br /> The Plan is also intended to be consistent with the Regional Policy Plan adopted by Barnstable County. Once <br /> such consistency is certified by the Cape Cod Commission, the Town will be legally empowered to adopt and <br /> implement a system of impact fees (requiring approval by Town Meeting and the Cape Cod Commission) to <br />
