ARTICLE 5 i To see if the Town will vote to grant a 3 percent (3%) cost of living adjustment to the Personnel Administration Plan (P.A.P.) Appendix B and Appendix C employees and the Treasurer, Town Clerk and Plumbing and Wiring Inspectors effective July 1, 1999, or take any other action relating thereto. Submitted by the Personnel Department Explanation: If passed, this article will grant a 3 percent (3%) cost of living adjustment, for Fiscal Year 2000' to employees whose positions are classified under the Town's Personnel Administration Plan, the Treasurer and Town Clerk and the Plumbing and Wiring Inspectors. The cost of this article is $17,422.24. +` • Recommendation: Finance Committee to make recommendation at Town Meeting. s ARTICLE 6 To see if the Town will vote to approve the annual regional school district budget for the Cape Cod Regional Technical High School District for the fiscal year beginning July 1, 1999, in the amount of$7,679,478, and further, to see if the Town will vote to raise and appropriate $405,604 to meet its share of the cost of operation and maintenance of the Cape Cod Regional Technical High School District for the fiscal year beginning July 1, i 1999, or take any other action relating thereto. i Submitted by the Treasurer Explanation: Mashpee's share of the Regional Technical High School budget is $405,604. There are 52 students from Mashpee at the Regional Technical High School. Recommendation: The Finance Committee recommends approval. ARTICLE 7 To see if the Town will vote to reauthorize a property tax work-off voucher system in which ten (10) income eligible Mashpee residents perform services for the Town in exchange for compensation which can be used for the payment of property taxes, and to raise and appropriate or transfer from available funds $5,250 to the Council on Aging Property Tax Voucher System Account to fund such program for fiscal year 2000, or rY{ take any other action relating thereto. Submitted by the Council on Aging i Explanation: The program is designed to match municipal position opportunities with income eligible taxpayers seeking tax relief. Program goals will be to assist citizens with property tax bills, to increase involvement of citizens in municipal government and the school system, and to acknowledge and affirm the skills, talents and abilities of Mashpee residents and the community's continuing need for their services and contributions. i 11 i
