Town of Mashpee <br /> 16 Great JVeck load JVorth <br /> Mashpee, Massachusetts 02649 <br /> Planning Board <br /> Public Hearing Notice <br /> Pursuant to Massachusetts General Laws, Chapter 40A, the Mashpee Planning Board will <br /> hold a public hearing on Wednesday, April 28, 1999' at 7:05 p.m. at the Mashpee Town <br /> Hall, 16 Great Neck Road North, to review three zoning amendment articles for action at <br /> the May 3, 1999 Annual Town Meeting. This public hearing has been rescheduled from <br /> April 7, 1999. Summaries of the articles are as follows: <br /> 1. An article submitted by petition which would add a new Subsection 174-27.1 <br /> establishing stormwater management standards for new development (excluding <br /> accessory structures to single and two family homes and other structures under 1000 <br /> square feet which do not require either special permit or plan review approval) which <br /> are intended to achieve the following purposes: prevent untreated discharges to <br /> wetlands and surface waters, preserve hydrologic conditions that closely resemble pre- <br /> development conditions, reduce or prevent flooding by managing the peak discharges <br /> and volumes of runoff, minimize erosion and sedimentation, not result in significant <br /> degradation of groundwater, reduce suspended solids, nitrogen, volatile organics and <br /> other pollutants to improve water quality and provide increased protection of sensitive <br /> natural resources. Basic best management practices are specified for single and two <br /> family homes relative to site design and methods of handling runoff which reduce <br /> nitrogen levels in stormwater. For new development other than single or two family <br /> homes, more extensive best management practices are specified, including a <br /> stormwater management plan and maintenance provisions. <br /> 2. An article submitted by the Planning Board which would add a new Subsection 174- <br /> 27.1 establishing rules and procedures for the approval and implementation of <br /> development agreements between the Town, a developer, the Cape Cod Commission, <br /> neighboring towns and state agencies regarding major development projects. Based on <br /> A: <br /> a model bylaw prepared by the Cape Cod Commission, it specifies the purpose and <br /> intent of the bylaw, definitions, who may be parties to a development agreement, <br /> negotiation and execution procedures, the elements which may be contained in such an <br /> agreement, procedural requirements, limits on development agreements and provisions <br /> ;xz <br /> for amendments, rescission and enforcement. <br /> e 3. An article submitted by petition which would amend Section 174-26 by reducing the <br /> allowed development in any subdivision, lot division or special permit project from <br /> 20% to 15% per year and reducing the overall number of building permits which may <br />
