Article 6 <br /> To see if the Town will vote to appropriate and transfer from available funds $95,000 to <br /> the Board of Health/Solid Waste/Recycling Account, or take any other action relating <br /> thereto. <br /> Submitted by the Recycling Committee <br /> and the Board of Health <br /> Explanation: This article proposes the purchase of Sanitary Compactors and Roll-off <br /> Compaction Containers to be located at the Mashpee Transfer Station for the purpose of <br /> recycling cardboard and plastic waste. The Mashpee Recycling Committee is <br /> recommending the compacting and disposal of this waste based on environmental <br /> needs, cost savings and currently mandated DEP regulations. The proposal calls for the <br /> purchase and installation of five (5) Containers and four (4) Compactors which will allow <br /> for the segregation and compacting of these materials. The cost of this activity will not <br /> exceed $95,000. Of this amount estimates are that the equipment will cost $64,600 and <br /> the electric service installation $30,400. Based on 1999 actual costs and estimates for <br /> the years 2000 through 2002 the compacting and sale of these recycled materials would <br /> result in average annual savings of$24,840. Financial payback on this investment is 3.8 <br /> years. Savings would increase dramatically as the percent of total recycling increases. <br /> The Cape Cod Commission and the Mashpee Board of Health report Mashpee recycling <br /> rates are presently at 13%, the lowest of all Cape Cod communities. Plastic recycling <br /> rates are approximately 15% and cardboard recycling rates are at 0.45%. Budget <br /> estimates for the year 2001 will require an expenditure of over $850,000 for trash <br /> disposal in our town. The current practice of disposing of this waste is financially and <br /> environmentally indefensible. The Massachusetts DEP has mandated that all cardboard <br /> and plastics must be segregated from the general waste stream commencing on <br /> 4/1/2000. This is the first major effort by the Recycling Committee to prepare for <br /> increasing regulation and to reduce ever escalating waste disposal costs. <br /> Recommendation: The Finance Committee recommends approval. » <br /> Motion to be made by David Leveille. <br /> Motion: I move the Town vote to appropriate and transfer from revenue available for <br /> appropriation $95,000 to the Solid Waste/Recycling Account. <br /> a <br /> 6 <br />
