(Continued) <br /> to DARE,'.Inc. to operate a group home/settlement House in the Town <br /> of Mashpee. <br /> Sie ^: The following paragraphs express the reasons for the <br /> the opinion of this board that the DARE facility <br /> does not have the capability to attain the goals of the DARE concept. <br /> d' <br /> t Indications are that the facility is not adequately staffed, equipped <br /> or physically condusive to function effectively. It appears that <br /> adequate financial support is not available. The constant appeal <br /> to the +public for donations of basic needs and the general run- <br /> down <br /> down condition of the facility support this opinion. <br /> 1 2 It is th <br /> opinion of this board that the Mashpee <br /> DARE e program has not been significantly beneficial to the youths <br /> of Mashpee or Cape Cod when considering the number of youths residing <br /> or having resided at Mashpee DARE. The majority of youths residing <br /> at the facility are from off Cape Cod areas, many from the immediate <br /> proximity of Boston. Currently, there are 18 DARE programs in <br /> the Boston area - (Cambridge, Dorchester, Roxbury and Brookline) . <br /> s: This factor would substantiate the assumption that Mashpee DARE <br /> ' must rely on off Cape referrals to justify the local program. <br /> _ 3. The condition of the facility is <br /> •' Y generally poor <br /> and viewed assup-standard. This has created a poor image. During <br /> It <br /> the past year, minimum repairs and improvements were made to buildings <br /> and grounds. . These repairs and improvements have not significantly <br /> changed thepoor condition. It is the belief of this board that <br /> adequate living accommodations a * <br /> d •surroundings are an integrate <br /> +' and necessary,, factor in- the rehabilitation of the residents and <br /> thatsuch, adequate accommodations and surroundings do not exist <br /> at this facility. .. A view of the' premises showed broken windows, <br /> shattered glass on the grounds, etc. The main building burned <br /> down several years ago and has not been replaced. The coach house <br /> is in a •bad state of repair. <br /> 4. ' The constant turnover of short term residents tends <br /> to reflect_. a� serious degree of ineffectiveness and poor placement <br /> j procedure• in' the Mashpee DARE program.
