• •t`' Re ;; Appeal ' of Dynamic Action Residents Enterprise, Inc. (Continued)
to DARE,'.Inc. to operate a group home/settlement House in the Town
of Mashpee.
Sie ^: The following paragraphs express the reasons for the
the opinion of this board that the DARE facility
does not have the capability to attain the goals of the DARE concept.
d'
t Indications are that the facility is not adequately staffed, equipped
or physically condusive to function effectively. It appears that
adequate financial support is not available. The constant appeal
to the +public for donations of basic needs and the general run-
down
down condition of the facility support this opinion.
1 2 It is th
opinion of this board that the Mashpee
DARE e program has not been significantly beneficial to the youths
of Mashpee or Cape Cod when considering the number of youths residing
or having resided at Mashpee DARE. The majority of youths residing
at the facility are from off Cape Cod areas, many from the immediate
proximity of Boston. Currently, there are 18 DARE programs in
the Boston area - (Cambridge, Dorchester, Roxbury and Brookline) .
s: This factor would substantiate the assumption that Mashpee DARE
' must rely on off Cape referrals to justify the local program.
_ 3. The condition of the facility is
•' Y generally poor
and viewed assup-standard. This has created a poor image. During
It
the past year, minimum repairs and improvements were made to buildings
and grounds. . These repairs and improvements have not significantly
changed thepoor condition. It is the belief of this board that
adequate living accommodations a *
d •surroundings are an integrate
+' and necessary,, factor in- the rehabilitation of the residents and
thatsuch, adequate accommodations and surroundings do not exist
at this facility. .. A view of the' premises showed broken windows,
shattered glass on the grounds, etc. The main building burned
down several years ago and has not been replaced. The coach house
is in a •bad state of repair.
4. ' The constant turnover of short term residents tends
to reflect_. a serious degree of ineffectiveness and poor placement
j procedure• in' the Mashpee DARE program. The residency period of
. 9 to 12 months *is rarely accomplished. There is a question as
