Chapter 40A Section 17 . 3 . The Plaintiff is a Massachusetts corporation having its principal place of business on Route 28 in the Town of Barnstable . 4. The Defendants are William Hanrahan of 76 Ships Wheel Drive, Mashpee ; Manuel Costa of 31 South Sandwich Road, Mashpee , and Michael Makunas of 51 James Circle , Mashpee , Massachusetts , as they constitute the Mashpee Board of Appeals . 5 . The Defendant , Mashpee Housing Authority, c/o Mr . Arthur Kimber, Barnstable Housing Authority of 146 South St . , Hyannis , Massachusetts , was the petitioner before the Mashpee Board of Appeals . 6 . The Appeal by the Plaintiff is made of Decision One of the decision rendered by the Mashpee Board of Appeals . 7 . A copy of the decision appealed from is attached to the complaint hereto and marked Exhibit A. 8 .
